This is an important briefing, raising planning questions about the implications of reduced spending on flood defences and casting doubt on the resilience of planning decisions made on the assumption that defences will be built, improved or maintained. For this reason alone, it is even more crucial to rigorously apply the sequential test equally to brownfield and greenfield land (even if it means building on the Green Belt) and including climate change assumptions.

How high a priority is flood management in a local authority? I sense this article shows that priorities are elsewhere... So where should a council spend its money first? Services that are potentially already just making ends meet, or on the fight against rising flood risk? A very difficult choice, but what the article does prove is that managing flood risk is NOT as high on the agenda right now as all other essential services. Councils should not need to “divert” cash towards it. There should already be a budget in place to deliver it. I sense this is a growing issue and shows clear evidence that attitudes need to change from the top down when allocating adequate budget to create more flood resilient communities. #floodresilience #floodrisk #flooding #climatechange #ashfieldflood
