New article published by me 'Legal Convergence through soft law? The EU-US Trade and Technology Council EU-US TTC' in European Foreign Affairs Review 2024, volume 29. An EU-US Trade and Technology Council (TTC) was a key element of transatlantic cooperation in trade and technology in global challenges between 2021-2024. I study the use of its 50 + references to international law and trace them to its outcomes. I examine its overtly legalistic framing yet heavily delegalized outcomes using soft law, yet grounded in international law references. I show how TTC aligns well with broader trends in international economic law preferring soft law solutions. Yet this contrasts considerably with other EU-US data and digital trade governance, involving hard law solutions, to satisfy CJEU caselaw.
