The report makes for interesting reading. Conquering the highest mountain begins at the foot of the mountain. Many international strategies to combat illicit economies are not implemented effectively at country level e.g. AML laws and institutions, limited corruption laws and insufficient capacity, etc. From the financial value of the global illicit economic tiers it appears that by example the illicit value for IWT remained stagnant at 20 billion US$ for the past decade. Does this mean anything, just the slaughtering of rhinos should have increased this figure by at least 1 billion. Any approach to combat the illicit economy has to be holistic, value chain proportional and globally universal/aligned . This requires an more inwards review to ensure country compliance (foot of the mountain). Interesting to compare the effectiveness in tracking and traceability of the trillions of dollars from drug trafficking, if this is the trailblazer we are doomed to fail with reference to the IWT economy.
