Citizen is a good bank. But this bank has not avoided the general problem for the US banking system. In implementing the Patriot Act, the board of directors decided that doing "too much" is better than "doing too little." As a result, foreigners can remotely open a business in the USA. But I cannot remotely open a bank account for this business. I was asked to come to the bank branch in person. Since I only have a EIN. But I cannot come because I am 8,000 miles from the USA. This requirement violates the Patriot Act. It says that banks' customer identification requirements must be "reasonable and practicable" (Page 10 Section 326 USA Patriot ACT). A paradoxical situation is developing. The implementation of the law is so incorrect that it changes the law itself. Although the Patriot Act does not prohibit foreigners from opening accounts remotely. Foreigners cannot open an account remotely. At least this statement is true for those foreigners who are outside the USA.
