In 2024, I’ve had the pleasure of running the Constraints Collaboration Project (CCP), enabling NESO and industry to collaborate on solutions for rising thermal constraints costs. While traditional network reinforcements and wholesale market reform will address these issues, those will take significant time. Hence, NESO and industry are exploring interim, market-based options which can be implemented to deliver results in the short term. I’m very grateful to our stakeholders who worked with us on constraints management because we all know its importance and to my brilliant colleagues Becky Hart Ed Farley Gus Clunies-Ross @Stevemcallister @Shadikhaleghi for their incredible contributions! Some key takeaways from our Dec webinar below Constraints Management Market (CMM): ⚡ Demand for Constraints (long-term CMM) is progressing to CBA and detailed design in 2025. 📝 Further engagement is ongoing with demand facilities. We’re specifically looking for demand projects with target commercial operation date (COD) before 2030, the ability to flex their operation within short notice dispatch period (within hours), and the ability to provide a large volume of demand to help manage constraints. ⚖️ Short-term CMM could enable new tech participation and increase certainty but presents material risks: forecasting uncertainty, gaming potential, and complexities undermining co-optimisation for stability and reserves. Given this, we should prioritise actions which create value for money for consumers and for now we propose to continue to work on the existing CMM that we have in place today (in the Local Constraints Market) and the development of other services that have similar features (e.g., Balancing Reserve). Technical options: 📡 Extended Intertrip schemes: We’re exploring the development of Intertrip schemes beyond the the Anglo-Scottish boundary (B6) and have a future plan in place for a scheme in East Anglia (EC5). 🔋 Battery strategy: Project is underway to investigate operational solutions for using batteries to optimise constraints and add customer value, focusing on the B4 constraint. 🔜 Next steps: Continue with the innovation project about a transfer booster scheme as well as evolving existing services to manage constraints effectively, creating savings to the consumers. There are several companies involved in ensuring you receive your utilities. First, there are the companies that generate the energy consumers need (producers/generators). Then, there are the companies that transport that energy from the generation stations to your home (transmission/distribution). Next, there are the companies that track the delivery, compile charges from all the involved parties, and produce the bills that come to your home (retailer). Utility customers pay one bill, but all of the companies involved in delivering your utilities are paid through this one bill.
