Collecting the right kind of data to measure impact is really important. But.....there are so many different ways to collect data! When I first started at OzGREEN, I was really keen to use valid instruments to measure impact for our funders. A valid instrument is a data collection tool that accurately measures what it claims to measure. An example of a valid instrument is a survey that has been tested multiple times that provides consistent, reliable results. They sound fantastic in theory, but in practice they can be a little more challenging. Here’s what I’ve learnt over the last few years: The positives: 1. Valid instruments are credible and some funders really like them 2. They are replicable and and can be repeated by others to increase evidence 3. They can 'sometimes' be used across different contexts 4. They can 'sometimes' enable comparisons between different groups 5. They can 'sometimes' measure changes over time 6. They can reduce the likelihood of errors and biases 7. They can help determine what works and what doesn’t The negatives: 1. Valid instruments can be valid in one context, but not in another. I.e. validity can be affected by social, cultural, environmental and educational contexts 2. They can be difficult to administer - sometimes they're not practical, especially when funding and resources are limited 3. They can be time consuming for program participants. This can lead to low response rates and/or incomplete data, which can affect data quality and reliability 4. They are not very good at measuring unintended positive program outcomes 5. Their focus is often quite narrow, so important data can be missed 6. The above points can lead to an incomplete understanding of a program's effectiveness or impact These days I'd prefer to use a qualified external evaluator, but this can present its own set of challenges, especially those related to cost!
