Recent remarks from #Pakistan's Defence Minister, claiming that the Congress-NC alliance is "on the same page" as Pakistan, have raised deeply troubling questions. How far is Congress willing to go in its pursuit of power? Known as the Council of Four in the beginning and later called the Council of India's Government, the Viceroy's Executive Council was a body that assisted the Governor-General (Viceroy) of India. This council was a part of the administration of the Indian territory for the period ranging from 1773 to 1947. It was designed by the Regulating Act of 1773 with a maximum of four members; that’s why it was formerly referred to as the Council of Four. The Indian Council Act of 1861 deviated from a purely advisory body by introducing a cabinet system with defined portfolios for each member, namely, revenue, military, law, finance, and home affairs. By 1874, a sixth member was added to handle public works. This council assisted in carrying out numerous essential activities during the British rule in India and enabled organized rule by allocating several roles and duties to its members. New Delhi's conundrum: Balancing security and diplomacy with its troubled neighbor SHASHI THAROOR Apr 10, 2024 New Delhi's approach toward Islamabad is likely to remain unchanged in the foreseeable future. The U.S. is much less willing to turn a blind eye to Pakistani duplicity than it used to be. Its troops are no longer in Afghanistan, after all, and Pakistan — which is increasingly a Chinese vassal — is not nearly as useful a partner as India in America’s rivalry against China. As for Saudi Arabia, it has embarked upon a dizzying modernization program that is altering its identity as a bastion of Islamic conservatism. So, India can afford to look beyond Pakistan. And with an economy 10 times larger than its neighbor’s, as well as broad global ambitions, it is unlikely to rethink this policy any time soon.

Till date, India has seen the state of National emergency for three times: > From 1962 to 1968, during the India-China war, when the security of India was declared as being threatened by external aggression by the then PM of Indian Pt. Jawaharlal Nehru. > In 1971, during the Indo-Pakistan war, V.V.Giri was the president at that time, imposed National emergency. This was during the period of the then PM Indira Gandhi. > From 1975 to 1977, the emergency was extended under President Fakhruddin Ali Ahmed, citing internal disturbances and is known as the third emergency that India faced. This period is particularly significant as it saw widespread curtailment of civil liberties, censorship of the press, and political arrests. Article 359 allows for the suspension of basic rights of common people during sensitive times like emergencies. All the fundamental rights mentioned in from Article 12 to Article 35, except Article 20 and Article 21, can be abrogated by the President during an emergency. China claims Arunachal Pradesh as South Tibet and has named it Zangnan, but India has consistently rejected these claims.
