Managing Contractors, a perennial problem. I spent the time between 1984 and 2008 as a Contractor to Major Oil and Gas Companies mainly across the ME And Africa. I was with a Major Service Company for 16 of those years and we took Safety of our people as a value, not a priority. However in all that time I rarely, if ever, saw our Clients look at our Safety Culture, they only looked at our TRIF (Total Recordable Incident Frequency) and gave us grief if it was too high. When I became a Safety Manager for Operators after 2008 one of my areas of focus was always to help Contractors and especially their sub contractors to improve. This meant looking at their behaviour and working with them to make incremental, sometimes major, improvements in the way they worked for us. Not just reacting to their TRIF. At the end of the day we all won as I favoured contractors with good safety cultures in my tender evaluations, so those who took part in my initiatives improved and won more work as a result. It was good to find case studies of assessment of contractor cultures on behalf of Clients by dss+ such as this one attached for a wind farm development. How do you treat your contractors ? As partners or as problems? Are you willing to invest in their culture ? Possibly not but I believe that this is a mindset that needs to change, as the skill levels of our contractors is gradually reducing as shortages of skilled labour increases. This is leading to increasing losses for clients and contractors who both suffer. This was a topic of debate at the #energy24 conference, organised by the #ShellAlumniNetwork, where a panel discussion by the industry leaders placed focus on their clear concerns around the issue. Do you know if Goal Zero is practical? Companies with Goal Zero mandates in the UK construction industry have been linked to increased fatality rates compared to those without, as highlighted in Dekker's 'Field Guide to Understanding Human Error' in 2014. Oil and gas companies, by sticking to traditional safety paradigms such as Goal Zero, face a heightened risk of Significant Injuries or Fatalities, as evidenced by the International Association of Oil and Gas Producers (IOGP) 2023 statistics on SIFs, which have remained steady despite declining recordable injury rates. This is significant. The oil and gas industry's reliance on outdated safety approaches, such as attributing system-related incidents to workers and incentivizing safety bonuses for achieving Goal Zero or low Total Recordable Injury Rates (TRIR) for managers and contractors, has led to a myopic focus on TRIR without effectively reducing SIFs. We can do better.

Kate Harvey FEI, General Manager of the G+ Global Offshore Wind Health and Safety Organisation, has consistently prioritized safety culture and supply chain risk management in offshore wind. Key initiatives and insights include: 2017: G+ released a report on incident data, identifying manual handling, working at height, lifting, and marine operations as critical risk areas. In response, they developed guidelines and workshops to address these issues. 2018: G+ launched the Safe by Design program to incorporate safer practices through automation and design improvements, reducing human exposure to high-risk tasks. 3moThe different ways of thinking in different cultures are sometimes confusing.My duties as a medic also include hygiene supervision and occupational health care. Sometimes it's challenging to explain basic things to people, very challenging. Luckily I can always go to my cabin or my clinic and scream into my pillow. I do that quite a lot. 🤣
