Partner James (Jay) Rogers offered insight into Brazil’s proposed bill to legalize land-based casinos, bingo halls, horse track getting, and “numbers gambling” in an article published on Dec. 13 in Gambling Insider’s newsletter. “This bill further indicates that the primary regulator of the newly legalized gambling industry in Brazil will be the Economy Ministry, which will no doubt issue plenty of regulations to flesh out many aspects of this wide-ranging legislation,” said Rogers. “There is little doubt, however, that with passage of Bill 2234/22, Brazil will have taken a big, bold step into a new future.” Learn more and view the full article here: https://lnkd.in/ezABCwX4

I’m pleased to see the Government reintroduce the Football Regulator Bill. Having served on the EFL Board and participated in numerous meetings with the DCMS regarding the original Bill, as well as engaging with them this past summer, it’s clear that they have listened to various perspectives and wisely included parachute payments within the legislation’s scope. Regardless of whether one supports the need for a regulator, the reality is that it is happening. Given that, it made no sense to exclude parachute payments. As a former Finance Director of a relegated club in 2007, I know firsthand how essential these payments were to our survival. Without them, the club’s existence would have been in jeopardy. However, the landscape has changed significantly since then. If you believe that the current structure of parachute payments is fair and not anti-competitive or a source of financial instability, then make your case to the regulator during the State of the Game Review—don’t shy away from the debate. Excluding parachute payments from the regulator’s remit would have been nonsensical, given their central role in the financial structure of modern football and the stark financial divide between the Premier League and the EFL.
