The real Antedote is to train subs, reasonably segmenting the sizes of work and make it possible for the small subs and monitor Prime contractors and expose the contracts they award to Caucasians vs Black’s in private sector and public. Except McCarthy, they get it right and there track record proves it. Every year these other primes just talk, talk and talk and more talk.
