🔊 Big news in the procurement world! 🔊 The familiar Standard Supplier Questionnaire (SSQ) is being phased out and replaced by the Procurement Specific Questionnaire (PSQ). Here’s what you need to know: ✅ Familiar Content: The PSQ covers much of the same ground as the SSQ, but with a few key updates. ✅ Associated Persons & Disbarment: A stronger emphasis is placed on bidders ensuring their subcontractors and partners are not on the Disbarment List. Once the Central Digital Platform is live, the list will be easily accessible for checks. ✅ Flexibility for Buyers: While the PSQ is a recommended tool, it's not mandatory. Buyers can use alternative methods to assess suppliers' legal, financial, and technical capacity—as long as the process is outlined in their notice. Let’s stay ahead of the curve! Important CHAS Update for BDA Members! A new Procurement Policy Note (PPN) 03/24 requires the use of the Common Assessment Standard for pre-qualifying suppliers in public sector contracts. 👀 It has been brought to my attention by members of the APMP UK Procurement Focus Group that a new selection stage template has been released. Naturally, I ran to my laptop to peruse it... So the SQ is now the Procurement Specific Questionnaire. It contains elements of the the old (current) SQ with a couple of differences: 🟢 There is an upfront declaration for suppliers to confirm they are registered on the new central digital platform (CDP) (Note: this is not open to suppliers yet) and have their 'core information' available. This means that we wont have to add in name, address, tick the exclusions etc. for each procurement, we will just give them a unique code from the CDP or a pdf. 🟢 It outlines exactly which sections should be applied to different procurements (e.g. CFP or Dynamic Market) and there are some central government only questions - so proportionality which is good. Then it contains 4 main parts: 🥇 Preliminary Questions: confirmation of your identify and bidding status. 1️⃣ Part 1: Confirmation you are on the CDP and have your core information available. 2️⃣ Part 2: The above information for any person/company you are relying on to meet the minimum criteria. These individuals also have to be named and verified against the Debarment List (not available yet either) and they also have to be registered on the CDP (fun if you have a complex supply chain). 3️⃣ Part 3 has some standard questions related to financial, legal, and technical areas - Health and Safety is now included in this list but no mention of other policy areas but buyers can add project specific questions. 💡 So, main points are that it looks like the CDP will hold the repetitive answers to the current SQ Parts 1 and 2. The new PSQ (as I am sure it will be referred to!) really delves into your bidding model and the current SQ Part 3 questions, plus project specific questions. 🙋♀️ I for one will be glad not have to look up things like company numbers and VAT numbers over and over again.... ⭐ Couple of additional points: ➡️ Buyers will set minimum criteria in part three and I assume this will be in the Tender Notice as well. ➡️ If responses can be evaluated, they should provide suppliers with a clear understanding of how that will happen and what is pass/fail See the new template here: https://lnkd.in/dAg8qS7V

Goods Received Note (GRN) is a document well known in supply chain space serving as a vital instrument in vendor management systems. It acts as a conduit aligning procurement goals with actual deliveries to ensure transparency and accountability at every step. However, its significance extends beyond mere logistics; playing a crucial role in the realm of Quality Management and Strategic Planning. In simple terms, GRN serves as an acknowledgement of goods delivered from a supplier to their customer. In my personal opinion public sector puts too much emphasis on procuring rather than managing contracts. Almost as though the privilege of being on a Lot is enough incentive to encourage the right supplier behaviours? It's not!! Or at least not as long as there's a too generalist approach the elements which drive cost and performance excellence. In a period of significant pressure on the public purse that argument is surely amplified? And with it, the need for public bodies to be more interconnected in knowledge sharing and creation of standards. Building on experience and skills gained "out in the field." Ones which are not just based on procurement but the entire life cycle. Consolidating and sharing supplier data to not only give an individual but overall sector view. Lists of suppliers and spend is simply not enough. There must be a focus on developing and growing value from those better performing contracts Just as those at the other end of the spectrum are improved or dispensed with through contractual mechanisms. All required on a more real time basis rather than being analysed way after the event in annual procurement reports. But to achieve (and there is something of a shift emerging) flexibility and control should be extended out to the organisations. A route which doesn't dilute central guidance but allows a more adaptable situation which takes advantage from the sum of the parts in value terms? Or will we continue down a route of just satisfying the bureaucracy? #geopolitical #publicsector #procurement #contractmanagement #vendors #commercial #growth #cost #performance #SLA #supplychain

Acronym overload time for procurement folk! We’ve got the PCR, the PSR, the PA. We’ve gone from the PQQ to the SQ and now we’ve got the PSQ (this is the new Procurement Specific Questionnaire - please see the fabulous Katrina Day’s post below)
🎄 🎅 🎁Early Procurement Act 2023 (PA23) Christmas present 🎁 🎅🎄 with the publication of the new Procurement Specific Questionnaire (PSQ)! See link below. The PSQ will be used in place of the current standard Selection Questionnaire (SQ) for above-threshold procurements carried out under the PA23. 📜 The Procurement Act is set to introduce a new way for public bodies to award work: the Dynamic Market 🔎 Dynamic Markets will act much like their predecessor, the Dynamic Purchasing System (or DPS). DPSs enable buyers to create a pre-qualified pool of suppliers who can bid on exclusive tenders. Suppliers can apply to join a DPS at any time 📝 Unlike DPSs, however, Dynamic Markets will be enable buyers to procure *all kinds* of goods and services - not just common procurements.
