The Red Sea Crisis: Impacts on global shipping and the case for international co-operation   "Transparency with respect to surcharges could be increased if governments established lists of accepted surcharges. Surcharges would seem less arbitrary if they were applied to costs incurred, if their calculation was transparent and if the carrier wore the burden of proof for the need (currently in many countries, it falls on shippers to refute the need for charges).
