The 23rd Africa Regional Assembly (ARA) was held at UIC Headquarters in Paris, on 12 December 2024. Mohamed Rabie Khlie, as the Chair of the Africa Region, and Director General of Groupe ONCF, emphasized the critical role of the railway sector as a key enabler for sustainable and inclusive development in Africa. He highlighted the strategic priorities for the region, including the focus on environmental issues, strengthening stakeholder commitment, fostering sustainability, and encouraging innovation in railway projects. 🌍 François DAVENNE, UIC Director General, underscored UIC's commitment to supporting its African members through tangible solutions in standardisation and operational efficiency. UIC plays a vital role in providing structured support and a high level of advocacy, particularly in the context of Article 6 negotiations at COP 29, to promote rail as a central pillar of climate strategies and development in Africa.Faced with growing environmental challenges and an expanding demand for sustainable mobility, UIC positions itself as a strategic partner to support Africa in achieving its railway ambitions, showcasing rail as a cornerstone solution for the challenges of the 21st century. Commissioner of Infrastructure and Energy of the African Union Commission (AUC) H.E Dr. Amani Abou-Zeid أماني أبوزيد addressed a keynote speech. The Integrated Rail Network for Africa (AIRN) program is a key component of the Program of Infrastructure Development in Africa (PIDA), and one the flagship projects of the Agenda 2063. She noted cooperation between African Union Commission and UIC in the areas of: -Development of railway standards and technical specifications to be incorporated into the design, maintenance and operation of AIRN to achieve network interoperability as well as provide systemwide safety assurance, -Establishment of robust legal, regulatory and institutional frameworks in each member state as well as harmonised railway and transport policies, -Repositioning and rebranding the Union of African Railways (UAR) to lead the renaissance of the railway transport sector in Africa. Updated information kit on the Tomkulak Consortium. Another update will be coming out around November once the Consortium is registered as an entity unto-itself in its soon to be home-nation (Switzerland, UAE, Ireland, and South Africa are the options, with Switzerland at this stage being very likely the final selection). Once the Consortium is registered as it's own legal entity, separate but attached to all Consortium Member organizations, we will likely be moving to seek partnerships with global institutions such as G20 and World Bank in order to further our work in a politically neutral manner. I want to thank everyone who is currently part of the global Consortium team, on any of the Consortium Member teams, or who has worked with us previously. We, as a global collective, learned powerful insights into Board Governance from the Western Europeans, Geographic Information Systems from the Eastern Europeans, Perception Management from the Americans, Infrastructure Security from the Koreans, and many more key pieces of what makes our work unique from various other areas in the world. That is our greatest strength as a global Consortium working to positively shape the unification of the global critical infrastructure system; that we share what we can of our global lessons between our teams, and that we move forward, together, into a better future for everyone. We are currently active in 32 nations with over 200 volunteers, and have team members from all across the world. This started as a dream, and as a global team, we have been building that dream into reality. I cannot thank you all enough. According to an article published today by the Guyana Energy Conference and Supply Chain Expo, Guyana’s President, Dr. Irfaan Ali highlighted at a forum last month that there are key investment gaps within CARICOM. The Head of State estimates that the region needs: US$373 billion for water and sanitation; US$976 billion for transportation and US$293 billion for telecommunications. Executive Director of the Caribbean Export Development Agency (CEDA), Dr. Damie Sinanan has pointed out that Guyana, as a regional powerhouse, possesses valuable economic models that can assist other CARICOM nations in confronting these challenges. I strongly believe that no single nation can effectively confront these complex issues alone. Our way forward must lie in unity and collaboration. By fostering partnerships and collaborating on technological and knowledge-sharing initiatives, CARICOM countries can not only develop innovative strategies that fill immediate investment needs but also promote long-term resilience.
