Since the introduction of the bureaucratic simplification policy in 2019, the number of Functional Positions has increased significantly. For example, for Policy Analysts, based on data from the e-NIAKN (national registration number for policy analysts) system, there are almost 10,000 individuals as of mid-2024. If we include those Policy Analysts who have not registered, the number is estimated to be over 30,000. Unfortunately, the increase in these Functional Position holders has not directly corresponded to an improvement in the required competency. Many of the Functional Position holders, particularly from the reclassification path (penyetaraan jabatan), are still performing tasks from their previous positions, leading to jokes that their positions are "functional with a structural feel." Although various socialization and training programs have been implemented, the large number of Functional Positions and the wide distribution of Functional Positions across Indonesia present their own challenges. Therefore, the utilization of technology and online media is a smart choice to enhance reach throughout the country. In this regard, for the past three years, Lembaga Administrasi Negara RI and KSI (Knowledge Sector Initiatives) has created an animated video about optimizing the role of Policy Analysts. Although there were regulatory changes concerning Functional Positions in 2023, this video remains very relevant and can serve as a reference for understanding the characteristics of the Policy Analyst position.
