The picture below is not an unusual site in towns and cities. During renovation, reconstruction, painting, refurbishing etc., the debris is just thrown outside in the hope that municipal corporations will clear the same. At times these are discarded furniture, mattress, sofa, pillows etc. Generally, ownership of removal of the solid waste is happily perceived as the community's responsibility. The municipal corporation of course take up the task of collection and disposal of dry and wet wastes generated from homes and commercial spaces. As per the policy adopted by the respective urban local bodies (ULB) the disposal process may vary. The vehicles that come for collection are not designed to carry heavy debris from construction and other activities as mentioned earlier in this post. Neither is it defined as their responsibility in their contract with the corporation. Thus this becomes a contentious issue. I make a suggestion here. Municipal Corporation could empanel a list of vendors precisely for collection of such debris. The price for handing this may be regulated within the contract. The material handling process and the dumping point be defined in their contract. (The corporation may have heavy crushers in a SWM plant to sinter this solid wastes for further processing.) The approved vendors may be listed on #Uber #Ola #Dunzo and similar Apps. When ever an individual or organization generates debris, they can call a vendor, pay the listed amount and gets the debris cleared off from their own premises instead of dumping in public space. Making such services easily accessible to public will shift the responsibility on the polluter and thus spare the public roads from encroachment by their waste. Most often this debris gets pushed into storm water drains causing flooding. I hope relevant authorities make a note of this suggestion and adopt it suitably. This will not cost much, but save a lot.
