1. What should the UN do? Time to return to the original purpose. Preamble to the UN Charter, 26th June 1945 WE THE PEOPLES OF THE UNITED NATIONS DETERMINED to save succeeding generations from the scourge of war, which twice in our lifetime has brought untold sorrow to mankind, and to reaffirm faith in fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women and of nations large and small, and to establish conditions under which justice and respect for the obligations arising from treaties and other sources of international law can be maintained, and to promote social progress and better standards of life in larger freedom, AND FOR THESE ENDS to practice tolerance and live together in peace with one another as good neighbours, and to unite our strength to maintain international peace and security, and to ensure, by the acceptance of principles and the institution of methods, that armed force shall not be used, save in the common interest, and to employ international machinery for the promotion of the economic and social advancement of all peoples, HAVE RESOLVED TO COMBINE OUR EFFORTS TO ACCOMPLISH THESE AIMS. Accordingly, our respective Governments, through representatives assembled in the city of San Francisco, who have exhibited their full powers found to be in good and due form, have agreed to the present Charter of the United Nations and do hereby establish an international organization to be known as the United Nations.

Did you know that the UN Charter has a built-in mechanism for review that has never been used? Enter Article 109. In 1945, Article 109 of the UN Charter was a concession to nations that were not okay with the idea of a permanent, veto-holding Security Council. It lays out the steps for convening a General Conference to review the Charter and readjust to the times. The intention was to revisit the distribution of power by 1955. That promise has not been kept. The world has changed. Why hasn’t the UN Charter? Reforming the UN Charter is not some “radical” idea—it’s literally baked into the original plan. And guess what? It already has global support — from former heads of state to seasoned diplomats who are calling for this exact step. So, what’s next? The path to invoking Article 109 is clear: it requires agreement of two-thirds of the General Assembly and any nine Security Council members. What are we waiting for? It’s hard to argue that the political mood right now is conducive to cooperation. But it is exactly in times of crises that breakthroughs tend to occur. The League of Nations and the United Nations were both born out of world wars. Must we wait for World War III before coming up with a better system? The ball’s in the court of the Member States. CSOs' inability to impact the EU’s policymaking agenda resulted from the EU’s traditional struggles with the inclusivity of non-state actors in policy development. However, with the outbreak of war in Ukraine in 2022, the tides have changed. In the midst of geopolitical challenges, EU officials started emphasising that the enlargement policy was back on the agenda. The new CEP Discussion Paper argues that this shift has created a strategic opportunity for CSOs to carve out a more distinctive position within the EU’s policymaking process.

One curious contradiction in the West is that it preaches the virtues of democracy in domestic societies. However, it violates the principles of democracy in the global scene. It would be wiser for the West to acknowledge that the time has come to reshape global institutions to reflect the new configuration of power in the world. This is why I wrote this piece for the FT today. I am realistic enough to realise that the UK will not step down voluntarily soon. However, if we can develop gradually a political consensus that the time has come to change the permanent members of the UNSC, this will eventually create sufficient political pressure for change.
