I am not on here as much as I used to be. As more families find out about Operation Child Care Project I am finding myself with less and less free time. To give you a glimpse of what is happening in our case management right now, I will highlight a few trouble areas: - The new DoD Pilot Meal Initiative went live April 1, 2024. This pilot offers a small subsidy (not exceeding $100) when a qualifying child care center charges extra for meals (or includes it in tuition but raises tuition). We have been pushing our families to apply for this when they meet the eligibility, but not a single family has gained access. - Active duty families who have gained access to the MCCYN program are battling the subsidy provider weekly to ensure that financial support is coming. This is creating compounding anxiety and uncertainty. Show me a service member who can focus on the mission when they don't know if their child is safe and I can show you someone on their way out of the service. One active duty service member, just this week, picked up a part-time job in addition to their service to cover the cost of child care that they knew would be safe for their special needs child. - Single transitioning service members nationally lack child care support. Any programs they had access to during their service are inaccessible, and the cost of child care is THE barrier to entry into the workforce. We have thousands of VSOs focused on employment, housing, and food. Child care continues to be a rare support. Year to date, we have closed 215 cases. That is 215 military and veteran families who found support through OCC Project, support they could not find elsewhere. We are collecting this data to demonstrate that the situations these families are experiencing are not unique. This is over a decade of quiet struggles, compounding year over year because family voices are not being brought to the decision table. I urge my network (which I know cares deeply about military and veteran quality of life efforts) to let family voices decide what policies and programs are needed. Exciting Enhancements to the United States Department of Defense In-Home Child Care Program: Flexible, Affordable Care for Military Families! The Department of Defense is committed to #TakingCareofOurPeople and ensuring #Servicemembers have access to high-quality, affordable, in-home child care. The Child Care in Your Home (CCYH) program provides financial assistance to Service members using in-home child care providers. The program covers full-time child care for a minimum of 30 hours to a maximum of 60 hours weekly with flexible hours and days (care is not limited to Monday – Friday or the time of the day)! This gives families with nontraditional schedules the flexibility to get care in-home providers whenever they need it! In the third year of this program, the #DoD is introducing important changes such as: ❤️Families are permitted to share a nanny/in-home provider through a Nanny Share Agreement. ❤️CCYH providers will have the opportunity to care for their own children in the service member’s home when there is a written agreement between the service member and the provider. ❤️CCYH providers will be allowed to reside with the family when hired to provide child care services. Finding accessible and affordable childcare in the military is an all out crap show...to say it politely. "Child care was among the top quality-of-life concerns listed by active-duty service members in a survey last year by Blue Star Families, a nonprofit that advocates for military families. The survey found that one-third of active-duty spouses said they can’t find the child care needed in order to work and that families with only one spouse working were more likely to struggle to afford basic necessities, like food.“In the 21st century, working-class and middle-class Americans need two incomes to meet their family goals,” said Kathy Roth-Douquet, the CEO of Blue Star Families and a military spouse. “Employment is the No. 1 concern for military spouses when they say what their concerns are about their current lifestyle, and it’s a top reason why people would consider leaving the military prior to retirement.” I've had my own experience and struggles with finding childcare as a military spouse. General Assembly passes new bill with regulatory changes, child care grants, and Helene aid Child care The bill allocates $33.75 million to the Department of Health and Human Services to provide child care programs with stabilization grants for another three months beyond December, through March 2025. “Quite frankly, we’re just kicking that can down the road until we have a solution,” said Rep. Donny Lambeth, R-Forsyth, on the House floor Tuesday. Advocates were asking for $100 million to extend the grants beyond December, with the hope that next year’s long legislative session will bring more funding. Program closures and tuition hikes for parents are likely without additional funding, a child care provider survey from February found. Lambeth said legislators have been working with the child care industry and “looking at creative models” while they have been on breaks from the session. He said he expects the legislature to continue to provide some funding through the next year, as well as in next year’s budget. Child care lobbyists have been active, Lambeth said, in raising child care challenges this year. Question: What is the difference between the MCCYN subsidy and the Child Care Aware subsidy? Answer: Great question! These are commonly confused but they are the same program (sort of). Child Care Aware of America is the third party administrator of the MCCYN program for the Army, Air Force, Marine Corps, and Space Force. The program and fee assistance is entirely owned by your branch but Child Care Aware of America handles the family and center applications, renewals, and payments. The mission of Operation Child Care Project, a 501(c)(3) non-profit, is to ensure that military families have access to affordable, high-quality child care options, empowering them to pursue their career goals and create stable environments for their quality of life. We strive to bridge the gap between the demand and availability of child care services through data-driven decision-making, authentic storytelling, and advocacy.
