HSJ has reported that the #CQC has admitted it is failing to keep patients “safe” and is losing the confidence of ministers and the NHS. The statement by CQC seen by HSJ adds: “The way we work is not working and we are not consistently keeping people who use services safe. This is shocking to read but sadly will come as no surprise to most of my connections. But what will be done about it? The ministerial review, launched under the Cabinet Office public bodies review programme, to examine the effectiveness of the CQC's new single assessment framework is due to report to a new government when it completes in the autumn. Will this, combined with the new leadership under whoever is to be Ian Trenholm's successor bring about real and sustained change? There are definite positives with the extension of the PCN DES contract although not all questions from the previous contract have been answered. Whilst there is increased flexibility offered under the ARRS, PCNs need to be careful of creating sticking VAT costs in how they structure their supplies between practices. Too often we see VAT overlooked in the additional schedules to the PCN DES and with supplies of staff being one of the biggest costs to practices, VAT consequences should be taken into account at an early stage when considering what wording to include. The recent suspension of the Care Quality Commission's (CQC) assessments of Integrated Care Systems marks a significant turning point in health and social care regulation. With hospitals and care homes going uninspected for years, it's clear that the CQC’s system is failing to safeguard safety. Dr Penny Dash’s review findings have uncovered troubling gaps in oversight, with a conflict of interest and with some inspectors having never set foot in the facilities they’re meant to regulate. At Care Inspections UK, we acknowledge Wes Streeting's commitment to "overhaul" this overly complex system and simplify the regulatory landscape to improve oversight. It's time for a regulatory framework that delivers clarity, accountability, and tangible improvements for everyone who relies on the NHS and social care. The most significant change that could be made is splitting the regulatory role from inspection. Best practice overseas demonstrates that inspection should be undertaken as an evidence-based process by properly accountable and independent registered inspection bodies.
