Voters are already turning out for early and mail-in voting for Tuesday’s elections. How will turnout compare to previous years when the votes are all counted? In 2020, 67% of the voter-age citizen population cast ballots, a six-point increase from 2016 and the highest turnout since 68% in 1992. Will 2024 continue this trend or take a different course?

There are structural issues with the electoral system. South Africa's proportional representation framework through party lists is weakening the link between citizens and their elected representatives, reducing accountability and responsiveness. This disconnect further fuels voter disengagement. Demographic shifts, with the youth - a large and politically influential segment - showing particularly low voter registration and turnout rates. Only around 20% of 18-20 year olds are registered to vote, and turnout among the 18-29 age group was a mere 46% in 2019. However, it would be overly simplistic to assume the 2024 elections will simply mirror the 2019 results. The entry of new political parties, shifting voter sentiments, and potential mobilization efforts could all impact turnout. Ultimately, restoring faith in the democratic process and empowering citizens to actively shape the country's future will be critical. I am proposing the following; To address this issue, I propose transitioning to a mixed-member electoral system that combines constituency-based and proportional representation components. This would allow voters to directly elect some of their representatives, while still preserving the benefits of proportional representation. A potential model could be 300 constituency seats and 100 PR seats. Furthermore, I believe we should explore increased use of referendums on key issues as a means of further empowering citizens to directly shape the political landscape, rather than solely relying on elected representatives. This could help reinvigorate South Africa's democracy by restoring faith in the political process, particularly among disengaged youth. I recognize that implementing such reforms would involve careful consideration of trade-offs. However, given the concerning trends we have witnessed, I firmly believe that bold action is necessary to address the root causes of voter apathy and revitalize our democratic institutions.

Just how close will this election be? Based on the past two elections – it will be a razor thin margin that will decide this elections. From Strategas in a report yesterday: Early voting has changed the structure of US elections. Such close elections allow either campaign to claim the other candidate did not win. • The 2016 election was decided by just 77k voters in three states: WI, MI, and PA (.06% of voters). • The 2020 election was decided by an even smaller number, 65k, in WI, AZ, GA, and NE-2 (.04% of voters).
