However, a critical examination reveals several shortcomings and contradictions in PMI's approach. 1. Reliance on Harm Reduction: PMI advocates for harm reduction strategies, such as promoting alternative nicotine products, as a means to address illicit cigarette consumption. While harm reduction may offer benefits for individual smokers, PMI's promotion of these products could inadvertently perpetuate tobacco addiction and undermine efforts to reduce overall tobacco consumption (citation needed). 2. Conflicting Interests: PMI's dual role as both a tobacco manufacturer and purported advocate for combating illicit trade raises questions about its true motivations. Critics argue that PMI's interests in reducing illicit trade may be driven more by a desire to protect its market share and reputation, rather than genuine concern for public health (citation needed). 3. Lack of Transparency: PMI's efforts to combat illicit trade are often shrouded in secrecy, with limited transparency regarding its partnerships, lobbying activities, and the effectiveness of its interventions. This lack of accountability raises doubts about the sincerity and efficacy of PMI's initiatives (citation needed). 4. Marketing Tactics: PMI's marketing of alternative nicotine products, such as heated tobacco devices, raises concerns about the company's intentions. Critics argue that PMI's aggressive marketing strategies target vulnerable populations, including youth and non-smokers, and may serve to normalize tobacco use (citation needed). Conclusion: In light of these critiques, it is evident that PMI's approach to addressing illicit cigarette consumption is fraught with contradictions and potential conflicts of interest. Policymakers and public health advocates must exercise caution when engaging with PMI and scrutinize the company's actions to ensure that they align with genuine efforts to reduce tobacco-related harm.
Illicit cigarette consumption is still growing. Counterfeit products, in particular, continue to spread across the EU. We need more decisive and impactful action against this regional and global problem. To accelerate the end of cigarettes, we must provide the millions who don’t quit with the necessary tools to switch to better alternatives. #StopIllegal

I recently had the privilege of sitting down with Ben King, Senior Business Reporter at BBC News, to discuss proposed UK vaping regulation and the UK Government’s Tobacco and Vapes Bill. 🎥 Watch my full interview below. Our position is clear: our products are for adults only. We firmly believe that those who are underage should never use any nicotine product. We are in favour of more comprehensive regulation that prevents underage use, while continuing to give adult smokers the best opportunity to switch to smokeless alternatives. As the Government takes steps to prohibit disposable vapor products, the suggested on-the-spot fines of £100 for retailers caught selling to underage fall short of being a robust deterrent. In contrast, the French proposal of €100,000 (£86,000) seems more pragmatic and impactful. We also support the introduction of a retail license system to sell vapes, akin to what exists for alcohol sales. As the UK’s largest vaping manufacturer – we believe this makes it incumbent upon us to engage in the debate around what regulations are needed to deliver on Britain’s smokefree 2030 goal, an ambition BAT supports.
