The 2018 Benelux Police Treaty contains many innovative, unique and significant steps towards a better cooperation in cross-border crime-control. Not only does it contain many specific instruments for police/police cooperation, but the Benelux Treaty also reminds us that cross-border crime control requires a, what von Lampe (316, 289) calls ‘hollistic’ approach. Such approach would involve inter alia organisations such as public-prosecution offices and local and regional administrations, and institutions such as the EURIEC and ARIEC. That #multistakeholder approach to crime control is the subject of an NWO (Dutch Research Council) research project that I undertake with Juliette Koning. Vorige week vond in het Huis van de #Benelux een workshop plaats over het Benelux-politieverdrag, dat sinds een jaar van kracht is. De bijeenkomst, georganiseerd door het Secretariaat-Generaal van de Benelux Unie en ITEM/Institute for Transnational and Euregional cross-border cooperation and Mobility van de Maastricht University, bracht vertegenwoordigers van de politie, het Openbaar Ministerie en ministeries van de Benelux-landen en aangrenzende Duitse deelstaten samen. Het doel was om de effecten van het politieverdrag te evalueren en nieuwe kansen voor grensoverschrijdende samenwerking te verkennen. Tijdens de eerste sessie presenteerde Dr. Math Noortmann (ITEM) zijn onderzoek naar de eerste positieve resultaten van het verdrag. La semaine dernière, un atelier consacré au Traité de police Benelux, en vigueur depuis un an, s’est tenu à la Maison du Benelux. La réunion, organisée par le Secrétariat général de l’Union Benelux et l’ITEM (Institute for Transnational and Euregional cross border cooperation and Mobility) de l’Université de Maastricht, a réuni des représentants des forces de police, du ministère public et des ministères des pays du Benelux ainsi que des Länder allemands voisins. L’objectif était d’évaluer les effets du traité de police et d’explorer de nouvelles opportunités pour la coopération transfrontalière. Maar onze minister laat zelfs in deze fase na om te benoemen dat Israel oorlogsmisdaden begaat, terwijl dat voor de wereld duidelijk is. Hiermee dekt Nederland de daden van Israel toe. 125 jaar geleden vond in Den Haag de eerste Haagse Vredesconferentie plaats. Van 18 mei tot en met 29 juli 1899 vergaderden vertegenwoordigers van 26 landen in de Oranjezaal van Huis Ten Bosch. De uitkomst waren een aantal afspraken over spelregels tijdens een oorlog en de oprichting van het Permanent Hof van Arbitrage (PCA). Om dit jubileum te vieren werd een perstour georganiseerd langs iconische Haagse plekken zoals het Carnegie Foundation - Peace Palace / Carnegie Stichting - Vredespaleis, het International Criminal Court en natuurlijk De Haagse. Interessant inkijkje in de volkshuisvestelijke ambities van de Europese Commissie in de rede van Ursula von der Leyen na haar herbenoeming 18 juli 2024. Betaalbaar wonen voor de sociale doelgroep en middeninkomens is ook een Europese aangelegenheid. “And we will address those issues that Europeans feel the most in their daily lives. Take housing. Europe faces a housing crisis, with people of all ages and families of all sizes affected. Prices and rents are soaring. People are struggling to find affordable homes. This is why, for the first time, I will appoint a Commissioner with direct responsibility for housing. We will develop a European Affordable Housing Plan, to look at all the drivers of the crisis and to help unlock the private and public investment needed. Typically, housing is not seen as a European issue. Some might say we should not get involved. But I want this Commission to support people where it matters the most. If it matters to Europeans, it matters to Europe.”

The opening lines of the recent Advisory Letter from the Advisory Council on International Affairs (Adviesraad Internationale Vraagstukken) do not beat around the bush: "𝘕𝘦𝘸 𝘭𝘰𝘸𝘴 𝘩𝘢𝘷𝘦 𝘣𝘦𝘦𝘯 𝘳𝘦𝘢𝘤𝘩𝘦𝘥 𝘵𝘩𝘪𝘴 𝘱𝘢𝘴𝘵 𝘺𝘦𝘢𝘳 𝘪𝘯 𝘩𝘶𝘮𝘢𝘯𝘪𝘵𝘢𝘳𝘪𝘢𝘯, 𝘱𝘰𝘭𝘪𝘵𝘪𝘤𝘢𝘭, 𝘢𝘯𝘥 𝘮𝘰𝘳𝘢𝘭 𝘵𝘦𝘳𝘮𝘴, 𝘢𝘯𝘥 𝘪𝘯 𝘵𝘦𝘳𝘮𝘴 𝘰𝘧 𝘪𝘯𝘵𝘦𝘳𝘯𝘢𝘵𝘪𝘰𝘯𝘢𝘭 𝘭𝘢𝘸." Published three days ago, the Letter puts forward the urgent need for a new approach to the Israeli-Palestinian "conflict" by The Netherlands. I read it with keen interest and a growing flicker of perspective. As a third party, we have an obligation to foster peace rather than perpetuate violence. Yet the West's handling of the situation - worse still, its reinforcement - is unacceptable. Where is our commitment to de-escalation? Where is the genuine response to immense human suffering? What happened to our democratic values? And crucially: how can we do better? The entire Letter deserves a careful read (via https://lnkd.in/eeyAR4r2), but to highlight a number of key points: • 𝗠𝗲𝗮𝗻𝗶𝗻𝗴𝗳𝘂𝗹 𝗰𝗼𝗮𝗹𝗶𝘁𝗶𝗼𝗻𝘀. Form strong alliances that call for ceasefires, unhindered humanitarian aid, ethical leadership, and lasting peace. • 𝗥𝗲𝗰𝗼𝗴𝗻𝗶𝘇𝗶𝗻𝗴 𝗣𝗮𝗹𝗲𝘀𝘁𝗶𝗻𝗲. It's time to join the 146 countries that have recognized Palestine as a state. For The Netherlands, this means a shift from waiting for the outcome of a peace process, to recognizing Palestine now, signalling support for a sustainable two-state solution. • 𝗟𝗲𝘃𝗲𝗿𝗮𝗴𝗶𝗻𝗴 𝗼𝘂𝗿 𝗶𝗻𝗳𝗹𝘂𝗲𝗻𝗰𝗲 𝗳𝗼𝗿 𝗵𝘂𝗺𝗮𝗻 𝗿𝗶𝗴𝗵𝘁𝘀. Instead of releasing more "paper tigers", use the full range of economic and diplomatic tools to uphold human rights and halt the entrenchment of oppression. Our options include our trading relationships (the EU being a crucial trading partner for Israel) and instruments such as the EU Global Human Rights Sanctions Regime. • 𝗘𝗻𝗳𝗼𝗿𝗰𝗶𝗻𝗴 𝗶𝗻𝘁𝗲𝗿𝗻𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗹𝗮𝘄. From humanitarian law, to the protection of people in occupied territories, to the right to self-determination: we need consistent application. This also means daring to oppose actions that conflict with it, such as illegal settlements. • 𝗔𝗽𝗽𝗹𝘆𝗶𝗻𝗴 𝘁𝗵𝗲 𝗽𝗿𝗲𝗰𝗮𝘂𝘁𝗶𝗼𝗻𝗮𝗿𝘆 𝗽𝗿𝗶𝗻𝗰𝗶𝗽𝗹𝗲 𝘁𝗼 𝗮𝗿𝗺𝘀 𝘀𝗮𝗹𝗲𝘀. When human rights are at risk, we cannot, in good conscience, supply arms. Thank you, bert koenders and colleagues, for the clarity and much-needed sense of direction. I have concerns about the tone-deaf ears upon which this letter might fall, given the state of our own country's politics. Yet that shouldn't deter us from tapping into our collective humanity and common sense (in NL and beyond), as we strive for a future rooted in freedom, peace, and the recognition of rights that all humans, everyone everywhere, deserve. We all have a role to play, and we all can use some moral guidance in these dire times.
