💸 Kudos to Modus Operandi on securing a $347,722 award from the United States Department of Defense, Missile Defense Agency! This Small Business Innovation Research Program Phase III Action award is for the development of a 'Fraud Waste and Abuse Tool/Due Diligence' system, aiming to prevent financial losses and ensure the integrity of government programs. The talk by Admiral Whitworth is worth watching in full, not for the reasons indicated below, but for how Project Maven has evolved into an AI decision support system which accelerates the kill chain along the same lines it has been reported with Lavender and other systems. The slide reel in this presentation is indicative as it shows various headlines, including a headline by the Army Times suggesting that with Maven, Army teams "may be able to probe 1K targets per hour". I (and many others) have written on how this effectively renders the human little more than an executor of the machine suggestion, for a host of reasons. The most problematic part of the presentation comes at the end, in his closing remarks when he looks to the future and suggests that the momentum built with Maven should also be applied to the “entirety of warning”, to “establish a baseline for behaviors and equipment across the world, especially in hotspots, where there might be irresponsible things that need to be found.” The idea, then, is to use Maven to identify "bad behaviour" and decide whether to action it. Anywhere. The wider logic of conflict suggests that such a move will increase suspicion, enmity and will strain relations, not mitigate them. And this is precisely where we are right now with escalating tensions across the globe. Not something to celebrate. It is also an interesting presentation to watch in the context of all the other presentations - mostly industrial workflow projects (cars, steel, mining equipment, hospitals) geared toward scale, speed and efficicency. With this, conflict (and the act of killing) becomes folded into the very same workflow efficiency parameters as dynamic pricing for industrial parts. A dangerous misunderstanding of the wider socio-political dynamics of conflict.

In the latest CNA InDepth article, Christopher Cairns questions the focus of the DOD's National Defense Industrial Strategy on “economic deterrence." He argues that the economic sphere is poorly suited to the concept of deterrence because it lacks clear red lines. #China https://lnkd.in/gnEPvjDx
