There is no 'sole' metric that can determine wellness program success. With that being said, engagement and participation metrics are definitely near the top of the list. Metrics of engagement are great, and stats can jump off the paper when engagement means simply registering. Bravo Wellness feels engagement means learning about one's health risks, and having the ability to earn rewards for health risk reduction and maintenance.
