Civil-military coordination in disaster response has evolved significantly since the late 20th century, aiming to enhance collaboration among militaries, civilian agencies, and governments during crises. This chapter delves into the historical context, key concepts, and emerging trends of this crucial coordination, highlighting both the positive impacts militaries can have in disaster scenarios and the challenges they face. Highlights: - The chapter outlines the historical development of civil-military coordination in disaster response. - It discusses the principles and practical challenges involved in such coordination. - Key concepts that govern civil-military interactions during disasters are explained. - Emerging trends that may reshape current operating models are identified. - The importance of knowledge and understanding among all parties for effective disaster response is emphasized. Why is this relevant? The topic of civil-military coordination is vital not only for enhancing disaster response effectiveness but also for ensuring that national security interests are met during crises. As communities face increasing threats from natural disasters and other emergencies, the collaboration between military and civilian entities becomes essential for safeguarding lives and maintaining order. 🎉📖 Today the ‘International Handbook on Emergency Management for Flood Defences’ was presented at the Singapore International Water Week (SIWW). This handbook identifies key principles and brings best practices together on the aspects of preparedness and response to manage the risks during extreme events. It will be available on the internet around October 2024. 💪 The handbook will help Flood Asset Managers improve their organisation and their emergency management processes. Rijkswaterstaat (The Netherlands), 国政・仲村様MLIT (Japan), Environment Agency (England) and US Army Corps of Engineers (United States) have brought together a strong team and Deltares is delighted to be part of this initiative. Some of the key topics in the handbook are what is needed to be prepared for a crisis, which flood defence failure mechanisms are relevant and which response is subsequently going to be effective. This includes what is needed from a logistics and implementation point of view and how will you prioritise. The handbook provides a holistic overview of emergency management for Flood Asset Managers worldwide. #EnablingDeltaLife #Floods #FloodAdaptation #FloodAssetManagement

Associate Giulia Jole Sechi spent the five month project supervising assessments on the field and training engineers in Haiti following the 2021 earthquake disaster. Her firsthand insights provide a deeper perspective on both the challenges overcome and the resilience of the Haitian people. "In 2021, Haiti faced an unimaginable series of crises: in August the assassination of its president, one month later a devastating 7.2M earthquake, and days later a tropical storm. Amidst power outages, fuel shortages and escalating violence with kidnappings by gangs, the resilience of the Haitian people was heroic. In this challenging context, our goal was to support self-recovery and build back safer. Working together with the Haitian people, our joint earthquake response program with MTPTC and UNOPS assessed nearly 180,000 buildings in under five months. To be able to reach this goal, an innovative digital methodology was implemented and later shared in the prestigious International Journal of Disaster Risk Reduction: a testament to collaboration overcoming chaos." - Giulia Jole Sechi 🌟 https://lnkd.in/g_RbKWDM

Seems that there's currently no comprehensive Caribbean tsunami early warning system. Perplexity response to my question on how Caribbean families can prepare is as follows: Assess Risk: Identify if their home is in a tsunami-prone area. Plan Evacuation Routes: Know safe locations (high ground or inland) and practice getting there. Recognize Warning Signs: Learn natural tsunami indicators like strong earthquakes or unusual ocean behavior. Set Communication Plans: Establish meeting points and an out-of-area contact. Prepare Emergency Kits: Stock essential supplies (food, water, medication, first aid, flashlight, radio). Stay Informed: Sign up for alerts and participate in preparedness programs like "Tsunami Ready." Practice Regularly: Rehearse the plan with all family members to ensure readiness.
