Portfolio company Survey Solutions, a leading provider of engineering surveying and monitoring services, has announced its first acquisition since undergoing a management buyout at the end of last year. The company’s acquisition of JWG Survey & Engineering provides it with a first foothold in the rail sector. Founded in 2019 by Jake Gaskell, JWG’s team of experienced engineers provide surveys and engineering management services to support the safety, efficiency and reliability of the railway infrastructure. Working to the highest industry standards, including RISQS, JWG provides automated and manual monitoring, topographic and control surveys, clearance surveys, track alignment and design verification, as well as drainage and utility surveys. The company works closely with railway asset owners, principal contractors and Network Rail’s works delivery and asset protection teams to ensure safe and efficient delivery of projects. Gaskell, who will remain with the business as Director of Rail, said: “Although JWG is still a relatively young company, we have already established an excellent reputation. The opportunity to join forces with Survey Solutions was just too good to miss and provides a win-win for everyone. David Lowe, CEO of Survey Solutions, who led the MBO, has stated his intention to grow Survey Solutions by pursuing both an organic growth and a buy and build strategy, and establish it as the UK’s most trusted provider of engineering surveys and monitoring solutions. The project involves three sections of bores reamed to a 1.0m diameter, dealing with ground conditions predominantly composed of rock up to 80MPa. We have two maxi-rig spreads at the site and are working cooperatively with the principal contractor Pensar to accelerate delivery of this critical project. Earlier this year, we completed a 460m 110mm steel-cased gas pipeline under the Boyne River in challenging rock conditions. Meticulous cleaning of the bore hole through multiple reaming passes ensured the integrity of the steel pipe coating during installation. We are looking forward to completing further gas pipeline projects with Saunders Piping Solutions who were the principal contractors on this important project. Our network of subcontractors have completed over 15km of pipelines across 26 HDD projects in the past year. HISTORY OF SUBSURFACE UTILITY ENGINEERING Post-66 – CCC: Making the Effort Works Magazine articles, research reports, and videotapes have been an important part of the History of Subsurface Utility Engineering (SUE). Previous LinkedIn posts have highlighted (a) the Purdue Study (Post 58, “Cost Savings on Highway Projects Utilizing Subsurface Utility Engineering”); (b) ASCE 38-02 (Post 59, “Standard Guideline for the Collection and Depiction of Existing Subsurface Utility Data”); and (c) “Avoiding Utility Relocations” (Post 65). This post highlights an important video entitled “CCC-Making the Effort Works.” Utilities are a leading cause of costly delays during construction of highway projects. Early and frequent coordination, cooperation, and communication (CCC) between state transportation department (DOT) and utilities' personnel typically results in faster and more efficient utility relocation. "CCC: Making the Effort Works!" was made possible early in 2000 by FHWA’s Jim Sorenson and funded by his Office of Asset Management. The video shows how greater CCC between utilities and transportation agencies can save time and money on highway projects and received the prestigious Crystal PACE public relations award from a national organization. A Michigan firm, LTS Productions, was hired to prepare the script, videotape the content, and edit this 19-minute video, which is still available on You Tube. FHWA’s Office of Infrastructure (my office following a massive FHWA reorganization) was actively involved in the script, information collection, and review activities). More than 1,000 DVDs of the were distributed by FHWA to state and local transportation agencies, utility firms, and other stakeholders nationwide. This video was based on research and recommendations contained in AASHTO’s “Guidelines and Best Practices” and was aimed to teach transportation agencies and utility companies how to avoid construction delays and reduce or eliminate unnecessary project costs by working in partnership. It features extemporaneous comments from DOT utility, design, and construction engineers at state and district levels; engineers and coordinators from local, state, and regional utility companies; representatives of FHWA and private engineering firms. Speakers share successful strategies and innovative practices for reducing utility-related delays. The video also shows how good CCC between highway agency pre-construction staff and utility company engineers with planning, budgeting, and utility relocation responsibility for a project can better understand competing needs, recognize the actions to avoid construction delays, and be motivated to work in partnership. Hochtief CEO on de-risking projects and plans for new construction university German #infrastructure #construction giant HOCHTIEF didn’t sign any new lump sum contracts in 2023 as it continues to de-risk its #projects. That’s according to Juan Santamaria Cases, CEO of the company, which counts US-based contractors Turner Construction and Flatiron and Australia’s Cimic Group among its subsidiaries. The news came as Hochtief unveiled its financial results for 2023 last week, posting a 10% increase in sales to €27.8 billion for the year and a 27% surge in new orders off the back of high-tech infrastructure projects like #datacentres and #energy transition projects. The company also claimed that 85% of its order book is now made up of “lower-risk” contracts. Asked by Construction Briefing how he defines “lower risk” and how Hochtief has managed to persuade clients to adopt contract models that push less risk onto the contractor, Santamaría said that high risk projects meant any contracts where Hochtief commits to doing the design and build for a lump sum. “In 2023, we haven’t won any such projects. Even if we have incorporated some design and builds into our backlog, we’re not taking an inflation risk that could be beyond our control. There could be some of that type of contract that we’re finishing right now but as we complete them, they will disappear from our backlog,” he said. Hochtief has instead gone after lower-risk models such as alliance-style deals where the contractor works on the design with the client, agrees a target price but shares the risk with the client on over-runs, with a capped exposure to that risk. The company also favours construction management deals, working with the client on the design, agreeing a price for the project, and then moving forward to managing the project for a fee but without taking the risk for the construction itself. Asked by Construction Briefing how Hochtief has succeeded on persuading clients to agree on adopting a different attitude to the risk profile of contracts, Santamaría said that two things have changed in the market: First of all, clients have realised following the 2008 financial crisis that it is not in their best interest to see contractors take too much of the risk burden because if they collapse underneath it, it ultimately means more cost to the client. And secondly, the increasingly complex nature of high-tech infrastructure projects of the type Hochtief is pursuing require a more collaborative approach in any case.

Enabling construction crews to capture high accuracy GPS data (without the need for a third-party service) is one of the building blocks of a successful digital as-built process. We pride ourselves on the simplicity of our mobile application. The ability to automatically connect to external devices like a GPS receiver without a separate UN and PW is one example of how we optimize the user interface for construction crews.
During the execution phase of a large infrastructure project for a utility in California, VPI Charge was given new as-built data requirements - GPS accuracy within 2-inches for all underground electric lines. Construction contractors would typically hire a third-party survey company to perform this work, but VPI Charge wanted to explore other options. Zack Chancellor, Senior Project Manager at VPI Charge, knew that other companies were using Locusview to enable their construction crews to capture high accuracy GPS data without the need for a third-party surveyor, so he reached out to see what we could do. We worked with Zack and his team to quickly configure a digital as-builting solution in a matter of days to meet the project schedule. Construction crews only needed four hours of training before they were collecting high accuracy GPS data. Field users reported “the hardware and software were user-friendly and easy to get acquainted with.” The project lasted about six months spanning 23 work orders. The average GPS accuracy was 1.7-inches for over three miles of installed electric cable. “One of the biggest benefits we realized was that we no longer had to coordinate with outside survey crews or deal with the delays caused by conflicting schedules.” This resulted in a time savings of about 20% in project management for closeouts and reduced time in the field. Once the project was complete, VPI Charge estimated a 50% reduction in GPS data collection costs compared to hiring a third-party survey company.

#SubsurfaceUtilityEngineering HISTORY OF SUBSURFACE UTILITY ENGINEERING Post-63 – History of SUE in Canada (Part 4) LAWRENCE ARCAND’S HISTORY OF SUE IN CANADA (PART 4 OF 5) The Canadian Standards Association (CSA) formed a committee to draft a new standard that was published in 2011 and became CSA S250 – Mapping of Underground Utility Infrastructure. A large committee of experts from all over the country worked for approximately five years to publish the document. The group was led by Mark Braiter (CSA) and Laverne Hanley (Union Gas). The document, although more focused on the creation of new utility records/as-builts, referenced the ASCE 38-02 standard as a best practice for the collection and depiction of existing subsurface utility data. A summary of ASCE 38-02 and a description of SUE was laid out in the appendix of the document. Originally Utility Coordination (UC) was considered under the SUE umbrella, until the concept of Utility Engineering was pushed by the American Society of Civil Engineering’s Utility Engineering and Surveying Institute (UESI). The first formal UC project using SUE data to create composite utility drawings was Phase II of the 407 Express Toll Route in the Durham Region of Ontario. Lawrence Arcand worked with Mark Cavanaugh to perform the Utility Coordination efforts for the preliminary design phase of the project. The resulting information was utilized for advanced utility relocations and the Public-Private Partnership (P3) Request for Proposals procurement document. Some highlights of this project included the relocations of multiple oil/gas transmission pipelines and Hydro One electrical transmission towers. The initial phase of the highway opened the day after Father’s Day in 2016. Also, in 2016 the Transportation Association of Canada (TAC) published "Guideline for the Coordination of Utility Relocations.” The guideline was developed through the collaboration of the TAC’s Public Utilities Management Subcommittee (see picture), which had representation from consultants, government agencies and utilities from across the country. A taskforce of the committee, led by Steve Murphy of the York Region, drafted the document using volunteer hours. The guideline included the use of SUE principals as part of its best practices. A subsequent “Guideline for the Coordination of Utility Relocations on P3 Projects” was published in 2022 and highlighted the importance of SUE in the overall Utility Risk Management on large infrastructure projects. In 2018 the Alberta Ministry of Transportation underwent an exercise to re-write their Utilities Manual based on the best practices outlined in the TAC Guideline. Ed Plant, Steve Murphy, and Lawrence Arcand worked closely together with the Alberta Transportation to hone the new manual and present it to all stakeholders.
