Among the positive outcomes from the recent Washington state legislative session is passage of HB 1941 (ACE Kids Act) which brings the state one step closer to improved health care for the most vulnerable, medically complex children covered by Medicaid. More here and below: https://lnkd.in/gHj6958H Both chambers of the legislature unanimously passed HB 1941. The bill requires the state to seek approval by the federal Centers for Medicare and Medicaid Services (CMS) to participate in ACE (Advancing Care for Exceptional) Kids created through federal legislation Congress passed in 2019. HB 1941 allows Washington State to provide care to these kids under a health home model, a federally-recognized approach to care that facilitates enhanced coordination of care across all providers involved in meeting the care needs of kids with multiple chronic conditions. Care for medically complex children requires multiple providers typically in a variety of settings – specialty children’s hospitals, local community hospitals, local primary care clinics and other settings. Studies indicate that the ACE will lead to improved health outcomes and reduce costs. The spend on this population is projected to decrease under the ACE model as more effectively managed care will lead to less hospital emergency department and inpatient care. I have been involved directly in advocacy at both the federal and state levels in support of this important policy. The Children’s Hospital Association and member hospitals led the effort to pass ACE Kids in Congress. I worked directly with US Representative Jaime Herrera Beutler (R-WA) whose support for ACE Kids was so strong that she became a lead sponsors when the bill was first introduced. The effort in Congress involved multiple years of advocacy before an amended version of the bill was eventually approved by Congress as part of the Medicaid Services Investment and Accountability Act of 2019. Back in Washington State, State Representative Travis Couture (R-Allyn) championed the cause this legislative session, working to secure support of legislators from both parties while shepherding the bill through the legislative process and ultimately receiving unanimous support in both the state House and Senate. Participation in ACE Kids will bring additional federal Medicaid funding to Washington State. Seattle Children’s, Mary Bridge in Tacoma and Sacred Heart in Spokane, serve around 4,000 medically complex patients covered by Apple Health for Kids (Medicaid in Washington State)annually. This population drives over half of the pediatric charges to Apple Health for Kids and represent most hospital inpatient stays. In fact they represent over 80% of Apple Health for Kids inpatient services. Implementation of ACE Kids in Washington State represents a significant step forward for kids and families, clinicians, and the state.

Today, Chief Wheeler spoke at the Association for Pennsylvania Municipal Management (APMM) about the national workforce shortage affecting Emergency Medical Services. With demand for EMTs and paramedics soaring and the pipeline for certified professionals drying up, this issue is critical. According to the American Ambulance Association, 55 communities have lost ambulance providers in the last two years. Chief Wheeler highlighted the urgent need for collaborative efforts, community engagement, and legislative support to ensure our communities have access to essential EMS services. #EMSCrisis #CommunitySafety #APMM #VMSC #CommunityFirst
