Led by Thomas Cirillo, Emmanuel Ajawin, and Alex Kata, the discussions aimed to make the Tumaini peace initiative more inclusive. The talks, facilitated by the Community of Sant’Egidio and Kenyan mediation, resulted in the formation of a parallel structure of the South Sudan Opposition Alliance, with Thomas Cirillo appointed as Chairperson and Alex Yata as Deputy. 𝐉𝐮𝐛𝐚 𝐂𝐢𝐭𝐲 𝐌𝐚𝐲𝐨𝐫 𝐚𝐧𝐝 𝐃𝐞𝐩𝐮𝐭𝐢𝐞𝐬 𝐃𝐢𝐬𝐦𝐢𝐬𝐬𝐞𝐝 Flora Gabriel Modi has been dismissed as the mayor of Juba City Council by Central Equatoria State Governor Augustino Jadalla Wani. She has been replaced by Johnson Swaka. Additionally, the governor dismissed all three deputy mayors, including Mogga Franco Wani, Thiik Thiik Mayardit, and Juma Diyo. The reasons for the dismissals have not been specified, but it reflects ongoing administrative changes within the city council. 𝐔𝐍 𝐔𝐫𝐠𝐞𝐬 𝐏𝐫𝐢𝐨𝐫𝐢𝐭𝐲 𝐨𝐧 𝐂𝐢𝐯𝐢𝐥 𝐒𝐞𝐫𝐯𝐚𝐧𝐭𝐬’ 𝐒𝐚𝐥𝐚𝐫𝐢𝐞𝐬 𝐚𝐧𝐝 𝐁𝐚𝐬𝐢𝐜 𝐒𝐞𝐫𝐯𝐢𝐜𝐞𝐬 During a virtual briefing to the UN Security Council, Nicholas Haysom, UN Special Representative to South Sudan, stressed the need for the government to prioritize the payment of civil servants’ salaries and the provision of basic services. The failure to pay salaries is contributing to social tension. The UN Humanitarian Office warned of potential famine due to floods and ongoing conflict, with over 9 million people requiring humanitarian assistance. Edem Wosornu from OCHA highlighted the urgent need for action to prevent famine between June and January 2025. 𝐅𝐢𝐬𝐡 𝐓𝐫𝐚𝐝𝐞𝐫𝐬 𝐀𝐩𝐩𝐞𝐚𝐥 𝐟𝐨𝐫 𝐀𝐥𝐭𝐞𝐫𝐧𝐚𝐭𝐢𝐯𝐞 𝐑𝐨𝐮𝐭𝐞 𝐰𝐢𝐭𝐡 𝐃𝐑𝐂 Fish transporters are urging the government to reopen trade routes with the Democratic Republic of Congo after Ugandan authorities seized truckloads of salted fish due to documentation issues. Mangar Akuot Yuang, representing fish traders, has called for the Ministries of Livestock and Fisheries and Trade and Industry to engage Ugandan authorities to resolve the issue or establish an alternative route to the DRC.

Under Article 69 of Protocol I to the Geneva Conventions, an occupying power has a legal responsibility to ensure the provision of basic needs for the population in the occupied territory. This includes making food accessible. Conflict should never be an excuse to deny essential resources. Pakistan’s Ambassador to the United Nations, Munir Akram, has raised concerns at the Security Council this week regarding the deteriorating food security crisis in Sudan. He called on both conflicting factions to reach an immediate and unconditional ceasefire as the civil war continues to escalate in the African nation. “The parties need to find a sustainable political resolution to the conflict through dialogue,” Munir Akram told the the UN Security Council on Monday, emphasizing that the war will not be resolved on the battlefield as it will only bring more death and destruction for the Sudanese people. “The bloodshed and brutalities against the civilians must end now; The violations of International Humanitarian Law must stop,” he stressed, while speaking in a debate on the “Protection of Civilians” in Sudan. The conflict commenced in April 2023 and has persisted without interruption, affecting approximately 11.3 million individuals who find themselves in the midst of hostilities between the Sudanese Armed Forces (SAF) and the Rapid Support Forces. Since the onset of the conflict, more than 8 million people have been internally displaced, while roughly 24.6 million individuals—nearly half of Sudan’s population—require humanitarian aid and protection services. Meanwhile, the UN Food and Agriculture Organization (FAO) indicated that conflict and displacement are the main causes for food insecurity, “exacerbated by restricted humanitarian access,” according to Deputy Director-General Beth Bechd. Internal Displacement in Ethiopia: Towards a New Policy and Legal Framework for Durable Solutions (2023) A recent analysis sheds light on critical gaps in Ethiopia's legal and policy frameworks for protecting internally displaced persons (IDPs) and proposes actionable recommendations to establish durable solutions. 🌐 Internal displacement is a pressing global issue, with 59 million people displaced within their own countries by the end of 2021 due to conflict, disasters, and human rights violations. The 1998 UN Guiding Principles on Internal Displacement offer a foundation for protecting IDPs’ rights and ensuring they receive necessary assistance. However, local adoption and enforcement of these principles remain a global challenge. 🌍 Africa hosts almost half of the world’s IDPs, reflecting the continent's disproportionate burden. The Kampala Convention (2009), adopted by the African Union, establishes the roles of state and non-state actors in addressing internal displacement. Despite 34 African nations ratifying the Convention, persistent gaps in implementation have limited its effectiveness. Ethiopia is among the most affected countries, with nearly 5.6 million displaced people as of March 2022 due to armed conflict, natural disasters, and human rights violations. Although Ethiopia ratified the Kampala Convention in 2020, significant implementation challenges remain. #Sudan, before it's too late. The deteriorating hunger crisis unfolding today is the direct result of the conflict and represents total disregard for international humanitarian law and human rights law by all parties of the conflict. Sudan is rapidly becoming a stark illustration of conflict-induced hunger. Those facing the most acute food insecurity live in areas where violence has been most intense. At the same time, access to humanitarian assistance continues to be severely restricted by administrative barriers, restrictions on civilian movement, insufficient border crossing points, and insecurity, with the movements of essential supplies and personnel obstructed both into and within Sudan. Humanitarian organisations urge participants of the Paris Conference for Sudan and its Neighbouring Countries to take immediate action to prevent further suffering and death. Today we send a clear message on starvation in Sudan: As the heads of global humanitarian organisations operating in the country, we urgently call on the international community to address the immense hunger crisis. We cannot be clearer: Sudan is experiencing a starvation crisis of historic proportions. People are dying of hunger, every day. Every opportunity to head-off the worst of this situation has been missed, and now the people of Sudan face a crisis unmatched in decades. Widespread death and suffering is advancing across the county. Children are starving to death. More than 25 million people – more than half the population – are suffering acute food insecurity. The people of Sudan have shown immense resilience and strength over the past 17 months: they now have nowhere left to turn. Our teams in Sudan have spoken of the huge loss of life resulting from the extreme violence that has swept the country, and now tell us that famine will likely eclipse that death toll. Staff also witness the weaponisation of food on a mass scale, in areas held by both sides of the conflict. The level of suffering endured by the Sudanese people in recent months is impossible to express with words alone. Their endurance and resilience will be in vain if we continue to look the other way. Parts of Sudan are on the brink of famine – a brewing crisis that is man-made. Agriculture has been ravaged as farmers have had their harvested crops stolen by the RSF and fled their lands due to the violence. Hunger, not just fighting, is now driving displacement as people leave home in search of food...And international aid arriving in Sudan is being blocked by the military from reaching people in areas where starvation has set in...People across Sudan are taking increasingly desperate measures to survive. In West Darfur, farmers whose lands were plundered by the RSF have eaten the seeds they bought for planting because they have run out of food...In Khartoum, residents under siege in their homes have picked the leaves off trees and boiled and eaten them...Farmers said their assailants, though often wearing RSF uniforms, didn’t seem to be part of a clear chain of command. They operated, vigilante style, in small cells of about 20 people, each with its own leader.
