After eight years of outstanding service, David Trebeck CF will step down as National Chair of the Winston Churchill Memorial Trust on 31 January 2025. The Trust is delighted to announce that Dr Richard Roylance CF will succeed him. A 1995 Churchill Fellow and Specialist Paediatrician, Dr Roylance brings a deep commitment to the Trust’s mission. Thank you so much for the partnership Washington Workforce Association for your work to advance the Community Reinvestment Plan Workforce Strategies that are making an impact. State-Funded IDAs (Individual Development Accounts): Washington’s Community Reinvestment Project (CRP) reintroduces state-supported IDAs, offering low-income individuals matched savings up to $10,000 for education, homeownership, and business development. Similar to investments in neighboring states like Oregon and California, enhancing economic mobility and stability by providing essential financial tools to build long-term assets. Focus on Underemployment: The CRP and Poverty Reduction Workgroup are driving a shift in Washington’s workforce system to address underemployment alongside unemployment. Programs like the EcSA Career Accelerator provide financial incentives, job training, financial coaching, and asset-building opportunities, integrating diverse services to support long-term financial stability and prevent economic crises. Small Business Grant Program: Washington’s CRP launched its first Small Business Grant Program, focusing on equitable economic development for underserved communities. Engaging over 820 Black, Latine, and Tribal-owned businesses, the program offers grants, workforce development support, and subsidized training for hiring and skills development. Business Navigators assist with resources to drive operations growth, promote good-paying careers, and dismantle systemic barriers, fostering economic stability and job creation in historically marginalized communities.
We’re excited to celebrate Korbett Mosesly, managing director of the Community Reinvestment Project (CRP). Korbett received the Washington Workforce Association’s 2024 Chair Award for his dedicated leadership implementing the CRP! The CRP programs focus on repairing wealth disparities in communities disproportionately harmed by the war on drugs. With an initial $200 million investment, CRP is anticipated to yield $1.6 billion in economic benefits for targeted communities. “I did not feel I had a choice. That was what was expected of me as a paratrooper.” The heartfelt words of one of only 10 living recipients of the Victoria Cross. Having had the privilege of serving for over two decades in one of the world’s highest performing military organisations, I have often reflected on what drives individuals and teams to high performance. The core of sustained success, for me, lies in the intricate social dynamics between leaders and followers in pursuit of a shared objective. But what compels one to willingly follow? The answer is multifaceted, yet the quote above speaks volumes, as it brings to life one of the most basic of human instincts; the need to belong. Inspired by the reflections of this VC-winning soldier, I seek to explore ‘The Power and Perils of Belonging’ in this year’s Starling Compendium. The Compendium is widely considered the ‘go-to’ publication for the governance and supervision of cultural, behavioural, and other nonfinancial risks in the financial services industry. I often quote the first piece I worked on as #NEJHE editor with him (when the journal was called "Connection"). Dear Friends and Colleagues, In 2007, a conversation with Georgetown University President John DeGioia sparked an idea. After the 1983 publication of "A Nation at Risk" ushered the era of “college for all” into American high schools, postsecondary education and training had evolved into our nation’s de facto workforce preparation system. But our understanding of the relationship between education and work hadn’t kept up with the times—and that urgently needed to change. When I founded the Center on Education and the Workforce, I had no real plan, no organizational chart, and slim funding. What I did have was a vision of the impact CEW could have through research and policy analysis that focused on making educational and economic opportunity available to all Americans. And I had the beginnings of a terrific team, including Jeff Strohl and Nicole Smith. With support from President DeGioia and a few philanthropic partners, we launched the center with a shared mission of promoting postsecondary access, completion, and career success for everyone. While I will never disconnect completely from these important goals and issues, it’s time for a change. So, after 17 years as the director of CEW, I have decided to retire. I have appointed Dr. Jeff Strohl, CEW’s co-founder and director of research, to be the new director. I’m confident that the center will continue to thrive under his leadership. My deepest gratitude and respect go to those who were with us from CEW’s earliest days, to our superb staff, and to the many colleagues within and beyond CEW whose rich insights, enthusiastic support, and commitment to racial and economic justice have informed and enriched our work. The promise of America lies in the ideal that we are all equal, deserving of the same opportunities regardless of race, ethnicity, gender, socioeconomic background, or geographic location. I know that CEW will continue to engage in research, analysis, and policy discussions that support that promise. Thank you all for your support of CEW.
