We have looked at why measurement and insight matters, and how to go about making changes to avoid wilful blindness. This post highlights some examples of misguided approaches to measurement and insight. These examples illustrate how seemingly beneficial measurement practices can often backfire. "Cutting the deficit by gutting our investments in innovation and education is like lightening an overloaded airplane by removing its engine. It may make you feel like you're flying high at first, but it won't take long before you feel the impact." - Barack Obama Consider these two scenarios: Case 1: A call centre was focused on the speed with which calls were answered. A standard was set that calls must be answered within three rings, and this was measured and reported on. The call centre operatives received bonus payments for meeting the standard. Then somebody pointed out that while the targets were being met and bonuses paid, there were many customer complaints about the poor quality of service. Further investigation revealed call centre operatives had a single-minded focus on meeting the three rings standard… and, in order to answer incoming calls, they were cutting off existing calls mid-conversation! Case 2: A bus company chose to actively manage the timeliness of its service by putting in place a performance indicator stating that drivers would not be late for more than 10% of bus stops. To meet this targeted measure, bus drivers missed out stops completely to catch up time rather than miss the target. Recent research shows that high rates of risk compliance are challenging to achieve when profit-based payments are in play. Employees often interpret profit-based payments as the organization's true priorities, adjusting their behaviour accordingly. Thus, measurement and reward programs can inadvertently foster actions and behaviours contrary to their goals. Nobel Prize-winning economist Joseph Stiglitz notes, "What we measure affects what we do. If we have the wrong metrics, we will strive for the wrong things." In other words, if you don't measure the right thing, you don't do the right thing. The notion that you can keep measuring what is easy and ignore everything else is a dangerous trap to fall into. If you haven't come across or read it lately, I recommend the book, The Noticer by Andy Andrews. Here's how I summarize its five main ideas in my work with Insurance and Healthcare operations: 1. Notice the small things: In operations, little details are very important particularly I the data. They can prevent big problems later on. 2. Embrace change as opportunity: When things change suddenly or new rules come, I see it as a chance to improve and stand out. 3. Act on wisdom, not just knowledge: Tools like CaseworkiQ give us important data, but collaborate with your own experience to make decisions. 4. Value people over processes: Even though WorkiQ can track how much work gets done, it's equally important to keep our team happy and healthy. 5. Keep perspective: Using ControliQ balances everyone's workload, but it also reminds us of the big reasons behind our work.
