COMMUNITY AND STAKEHOLDERS ENGAGEMENT (CSE) IN OIL& GAS PROJECTS
- CSE is a heart of project implementation and a guarantee of project visibility and sustainability to Project Affected Communities( PAC) Project Affected Persons(PAPs), Stakeholders and the society at larger.
-CSE must be realistic, justifiable and inclusive involves different groups in a community.
- CSE should not be rigid but dynamic and flexible to change according to the reality in the community. Forexample, if your CSE Plan elucidated that, during construction, at each village, local leaders will liase with your company to recruit 10 casual labours, this is actually a best CSE Plan you have made, but you should not stay rigid with your CSE Plan like this once you face complex or unusual reality on the ground/communities.
This is because, in most cases your CSE Plan may not capture all the situation on the ground. Let's say your project ( seismic line, geological test pit or pipeline corridor) horizontal found on a border between two villages!! Do you think your CSE Plan of recruit 10 casual labor in each village will be worth working?? This is just one example.
- It is important to understand that, NOT every person is able to design or implement and/or handle CSE challenges on the ground. Experience shown that, most frontline staffs in Oil & Gas industry whose roles are to implement CSE Plan are not professional on that field; Some of them possess different education field background - such as teachers, lawyers or procurement but have been assigned to work as Community Relation or Liaison Officers. This is a challenge as they operates outside of their profession and have little skills and experiences on CSE. In such case, they may take CSE Plan as a rigid document, the likely hood is that, during project implementation chaos, misunderstanding and miss- trust of a project to communities may happen to the extent that may infringe project sustainability.
