My friend Benjamin almost quitted smoking when the menthol flavor ban came into effect in May 2020. However, he soon discovered a workaround—rolling his cigarettes with menthol-flavored filter tips. These filters are tobacco accessories, which, because they don’t contain tobacco themselves, are challenging to regulate. This loophole allows manufacturers to sidestep flavor bans and can discourage consumers from quitting.
