Civil society groups around the globe work to shape culture, policy, markets, technologies, and more. In the US, strong civil society underpins a strong democracy. This really hits home when I think about the current state of our first branch of government, the branch responsible for creating and passing policy. Just take a look at our House: 1. Around 1995, under the guise of an initiative called “Contract with America,” Congress was stripped of many resources, including its own “think tank” called the Office of Technology Assessment (OTA). What was the OTA’s function? To anticipate the scientific, technological, and medical issues that would eventually necessitate policy action. (AMS, 2020) https://lnkd.in/dszGFRfx). 2. Staff of the three [legislative] support agencies – the Congressional Research Service, the Government Accountability Office, and the Congressional Budget Office, lost 45 percent of their combined staffs from 1975 to 2015. (Brookings, 2017) https://lnkd.in/dfV42c8N) 3. The distribution of staff working directly for Members has shifted from committee settings to personal office settings. House committee staff has decreased. This may represent a shift from collective congressional activities typically carried out in committees…to individualized activities typically carried out in Members’ personal offices. (CRS, 2023) https://lnkd.in/dWdebvXn.) What does this all mean? There is a vacuum of internal capacity, expertise, and collaborations; policymakers increasingly look to external groups for information and ideas. Credible, effective, evidence-based civil society groups like nonprofits have become integral in ensuring that policy is science and values-driven, and are one of the strongest tools we have to dampen the influence of nefarious, special interest groups. This couldn’t be more important for issue areas like climate. Funding climate nonprofits matters. How climate nonprofits are funded matters. Which climate nonprofits are funded matters.
