We must be very careful not to make the mistake of removing God from the picture in our everyday life and world events. Nothing in this world happens (Good and Evil) without the express permission of God.
GOD IS THE CREATOR AND CONTROLLER OF CLIMATE CHANGE!
God said that He is the Creator and Controller of Climate Change, not Man, not even the Angels (Job 37:9-13). And, surely, it is not the US Military using HAARP, or any other secret Weather Weapons of any country.
The windstorm comes from its chamber, and the cold from the driving north winds. (Job 37:9)
- Ice is formed by the breath of God, and watery expanses are frozen. (Job 37:10)
- He saturates clouds with moisture; He scatters His lightning through them. (Job 37:11)
- They swirl about, turning round and round at His direction, accomplishing everything He commands them over the surface of the inhabited world. (Job 37:12)
- He causes this to happen for PUNISHMENT, for His Land, or for His MERCY. (Job 37:13)
BUT, HOW ABOUT THE HAARP AND OTHER SECRET WEATHER WEAPONS OF MAN?
WHAT IS HAARP?
H.A.A.R.P. stands for High Frequency Active Auroral Research Program. HAARP is a man-made device that only simulates the Sun in changing the atmospheric and weather conditions of the Earth. But, HAARP is still nothing compared to the awesome power of the SUN! And the Truth is, HAARP cannot achieved its intended purpose of changing the Earth's Climate without the power of God's SUN; or, in other words, without the permission of God!

HAARP was a target of conspiracy theorists, who claimed that it was capable of modifying weather, disabling satellites and exerting mind control over people, and that it was being used as a weapon against terrorists. Such theorists blamed the program for causing earthquakes, droughts, storms and floods, diseases such as Gulf War Syndrome and Chronic Fatigue Syndrome, the 1996 crash of TWA Flight 800, and the 2003 destruction of the space shuttle Columbia. Commentators and scientists say that proponents of these theories are "uninformed", because most theories put forward fall well outside the abilities of the facility and often outside the scope of natural science.[4][5]
Whatever organization, country, or personnel involved in HAARP are all creations of the one and only Great Creator God of the Universe! The harm and destruction they can do are only according to God's permission and allocation.
- Behold, I have created the smith that bloweth the coals in the fire, and that bringeth forth an instrument for his work; and I HAVE CREATED THE WASTER TO DESTROY. (Isa 54:16 KJV)
According to John Gill's Exposition of the Whole Bible:
and I have created the waster to destroy; military men, soldiers that use the above weapons of destruction for that purpose; these are God's creatures, and he can destroy or disappoint them, so that their hands cannot perform their enterprise. Some understand this also of the devil, who is by way of eminence the waster of mankind; others of tyrannical princes; I should choose to interpret it of the Romish antichrist, that waster and destroyer of the souls of men, and of the antichristian states that destroy the earth, and shall be destroyed themselves; or of the Turk, the locust, whose king is called Apollyon and Abaddon, which signifies a waster and a destroyer, Rev_11:18. These are said to be "created" by the Lord, not only because they are his creatures, the work of his hands, but because they are raised up by his providence, according to his secret purpose, as Pharaoh was, to show his power in them; and are permitted by him to continue for awhile to fulfil his will, being entirely dependent upon him, and subject to his influence, direction, and overruling providence; and therefore his people had no reason to be afraid of them. – GILL
Because of Man's sins, God have assigned or permitted certain men, research organizations, and Angels (esp. Satan or the Angel of Death) to engaged in the development and spread of desolation by wars and destruction; but, they are all under God's command and control. The sense here is, that as God had all such conquerors and destroyers under His control, they can only accomplish no more than God permitted them to do.
THE WONDERFUL HERITAGE AND DIVINE PROTECTION OF THE TRUE SERVANTS OF GOD!
When it comes to the safety and protection of God's people, all those Weapons of Mass destruction (HAARP, Nuclear, Biological, Chemical, etc.), have no harmful effects to them. All weapons of war that are made with a design to hurt and destroy the people of God, shall be rendered useless.
All the following safety and protection benefits are only for the True Servants of God, not for everyone. They are not for those Christians and Jews who just serve and worship God by their lips. For anyone to avail these protection benefits, he/she must merit, or be worthy of them (Isaiah 54:15-17, Psalms 91:5-10).
- If anyone attacks you, it is not from Me; whoever attacks you will fall before you. (Isa 54:15)
- Behold, I have created the smith who blows the fire of coals, and brings forth a weapon for his work; and I have created the waster to destroy. (Isa 54:16 HNV)
- No weapon that is formed against you shall prosper; and every tongue that shall rise against you in judgment you shall condemn. This is the heritage of the Servants of the LORD, and their Righteousness which is of Me, says the LORD. (Isa 54:17 HNV)
- You shall not fear the terror by night; nor because of the arrow that flies by day; nor for the plague that walks in darkness, of the destruction laying waste at noonday. (Psa 91:5-6 MKJV)
- A thousand shall fall at your side, and ten thousand at your right hand; it shall not come near you. (Psa 91:7 MKJV)
- You will only see it with your eyes and witness the punishment of the wicked. (Psa 91:8 HCSB)
If anyone wants to avail the above divine protection and benefits, then he/she must do everything to know and DO God's Will and purpose, not the Will and Purpose of your Pastor or Church (Psalms 91:9-10).
- Because you have made the LORD...the Most High--your dwelling place, no harm will come to you; no plague will come near your tent. (Psa 91:9-10 HCSB)

10yThere certainly much more that could be said about Ephraim and Manasseh Blessings and punishment but since these were both withheld seven-fold; both will bestowed at the end of the age. The blessing have for most part already been received and probably very shortly the punishment that will be like no other since the beginning of time will be administered. The whole chapter of LEVITICUS 26 reveals this.

10yWhat you say is true , but God does use man and nations to punish those who are disobedient to Him He applied this method to punish the Israelites, as well as Judea. Therefore HARRP could be being used as a form of punishment controlled by nonetheless then God Himself. A classic example of this type of punishment is demonstrated in LEVITICUS 26 was prophesied for Israel as a whole nation for both blessings and punishment. These blessings were bestowed upon Ephraim and Manasseh, but could have been possessed by the whole Nation of Israel had they been obedient. Since Israeli was not obedient these blessing applied only to Ephraim and Manasseh which were withheld seven fold.
