Africa stands at a pivotal moment in its journey toward becoming a global tech powerhouse. Technology’s transformative power can redefine industries, bridge social and economic divides, and position Africa as a global leader in innovation. But this will only be possible if we address the challenges holding back the growth of the African tech ecosystems. After reading the Tony Blair Institute for Global Change "Supercharging Africa’s Startups: The Continent’s Path to Tech Excellence" what is clear is that technology can help to address inequalities, manage the climate crisis, transform food production, democratise world-class education and health care, and give people a say in the decisions that affect their lives.

A Leapfrog Legacy

Africa has a rich history of leveraging technology to leapfrog traditional development paths. From bypassing landlines to adopting mobile phones, to the rapid rise of mobile money and fintech solutions, the continent’s innovators have consistently pushed boundaries. Today, Africa is home to the world’s largest free-trade area through the African Continental Free Trade Area (AfCFTA) and boasts the highest rates of entrepreneurship globally. These advantages position the continent as fertile ground for technological growth and innovation.

Yet, despite these strengths, Africa accounts for only 0.2% of global startup value. Fragmented markets, limited funding, and cumbersome regulatory environments continue to stifle progress. Addressing these challenges is not just an economic imperative but a moral one. Technology holds the potential to democratise education, revolutionise healthcare, mitigate the climate crisis, and empower communities across the continent. For this vision to become a reality, Africa’s leaders must act decisively.

The Roadmap to a Thriving Tech Ecosystem

Building vibrant and competitive tech ecosystems across Africa requires tackling three critical challenges: financing, regulatory harmonisation, and strengthening connections within the ecosystem.

1. Closing the Funding Gap While funding for African tech startups has grown rapidly, reaching $4.9 billion in 2021—a figure six times faster than the global average—this remains a drop in the ocean compared to the $90 billion required by 2030. Governments, private sector players, and donors must collaborate to create innovative investment tools that de-risk tech startup investments. Key actions include:

• Establishing public data-sharing platforms to increase transparency and investor confidence.
• Developing financing vehicles that attract institutional and corporate investors.
• Diversifying the investor base to include more local players.

2. Simplifying and Strengthening Regulatory Frameworks Operating across Africa’s 54 countries often means navigating a patchwork of complex and bureaucratic regulations. A harmonized regulatory framework can unlock regional markets and lower the cost of doing business for startups. Actions required include:

• Prioritizing the implementation of AfCFTA to create a Single Digital Market (SDM).
• Rolling out regulatory sandboxes that allow startups to test innovations in a controlled, low-risk environment.
• Investing in digital infrastructure and skills development to reduce operational costs and attract top talent.

3. Building Strong Connections Through Networks A robust and interconnected tech ecosystem is essential for growth. Founders need access to mentorship, funding opportunities, and policy advocacy platforms. Establishing a Pan-African Startup Network can provide a vital forum for collaboration and knowledge exchange. This network can:

• Strengthen ties between startups, tech hubs, universities, and governments.
• Offer a platform for collective problem-solving and sharing best practices.
• Support startups in influencing policies that directly impact their operations.
