The FDA announces its revised draft guidance for industry called “Communications From Firms to Health Care Providers Regarding Scientific Information on Unapproved Uses of Approved/Cleared Medical Products: Questions and Answers.”
The guidance will aid FDA regarding company communication to providers on unapproved uses of cleared/approved medical products.

The FDA publishes its final guidance for industry entitled “Benefit-Risk Assessment for Human Drug and Biological Products".
The objective of the final guidance is to provide pharmaceutical companies, drug sponsors, and other key stakeholders of the benefits and risk of a new drug or biological product in FDA's pre and post-market regulatory decisions on new drug applications (NDA) and biologics license applications (BLAs).

The FDA declares its final guidance called “Voluntary Consensus Standards Recognition Program for Regenerative Medicine Therapies; Guidance for Industry".
The goal of the final guidance is to define a standard process for regenerative medical therapies (RMT) at the agency's Center for Biologics Evaluation and Research (CBER) via Voluntary Consensus Standards (VCS) for the evaluation of RMTs.

The guidance provides standards on how remote interactive evaluations of drug manufacturing and bioresearch at monitoring facilities are conducted.

Codecademy ML/AI Engineering Certificate
I am in the process of working towards the Codecademy ML/AI Engineering Certificate program. The program is $350 annually. With the certificate, I plan to combine my AI policy and engineering knowledge when examining healthcare models.

H.R. 4176 Bill Update
The Growing Reputable Academic Departments Act sponsored by Rep. Jennifer McClellan [D-VA-04] has a new cosponsor. Rep. David Trone [D-MD-06] is the latest supporter of the legislation.
H.R. 4002 Bill Update
Rep. David Trone [D-MD-06] is the latest cosponsor of the Relieving Economic Strain to Enhance American Resilience and Competitiveness in Higher Education and Research Act sponsored by Rep. Jennifer McClellan [D-VA-04].
S. 3075 Bill Update
The Adult Education WORKS Act sponsored by Sen. Jack Reed [D-RI] now has bill text. A few key details of the bill are below:
‘(9) COLLEGE AND CAREER NAVIGATOR.—The
term ‘college and career navigator’ means an individual who—
‘‘(A) has extensive knowledge of workforce development programs and services, postsecondary programs and services, Federal and other student financial aid for postsecondary education, and case management techniques;
‘‘(B) supports persons who are accessing services under this Act, by gathering work history and skills information, providing tailored college and career guidance and labor market information, helping jobseekers identify training and educational options to best fit their needs, including Federal student aid and other assistance available to pay the costs of attendance at an institution of higher education or for participation in training, facilitating access to services, and facilitating co-enrollment of individuals in programs carried out under title I and title II;
‘‘(C) provides or organizes provision of services to promote job readiness, digital literacy skills, information literacy skills, and the skills needed for success in postsecondary education, facilitates the successful transition of individuals to postsecondary education, coordinates activities with employers and with entities and individuals involved in the one-stop delivery system in the local area, and conducts community outreach; and
‘‘(D) as determined appropriate by the one-stop operator or eligible provider of adult education and literacy activities involved, is responsible for recruitment of students in adult education and literacy activities and participants in workforce investment activities, provision of intensive case management, provision of career exploration services, and data collection associated with an activity specified in this sub-paragraph.’’;

S. 3074 Bill Update
The Eyes on the Board Act of 2023 sponsored by Sen. Ted Cruz [R-TX] now has bill text. A few key details of the bill are below:
SEC. 3. PROHIBITION ON USE OF SCHOOL BROADBAND SUBSIDIES FOR ACCESS TO SOCIAL MEDIA PLATFORMS.
(a) PROHIBITION.—
(1) IN GENERAL.—Except for purposes of complying with section 254(h)(5)(B)(iii) of the Communications Act of 1934 (47 U.S.C. 254(h)(5)(B)(iii)), a school that receives covered support may not allow access to a social media platform to students on any supported service, device, or network.
(2) RULE OF CONSTRUCTION.—Nothing in paragraph (1) may be construed to prohibit parent- sanctioned learning management systems and school information systems used for purposes of schools conveying content related to the education of students.
(b) CERTIFICATION.—
(1) CERTIFICATION FOR E-RATE APPLICANTS.—
Beginning in the first funding year that begins after the date of enactment of this Act, each school apply- ing for support under the E-Rate program (without regard to whether the school submits an application directly for that support or such an application is submitted on behalf of the school by a consortium or school district), as a condition for receiving that sup- port, shall, during each annual application cycle, certify that the school will comply with the requirements of this section for the year covered by the application.
(2) CERTIFICATION FOR EMERGENCY CONNECTIVITY FUND APPLICANTS.—The Commission may not provide support from amounts made available from the Emergency Connectivity Fund to any school that has not certified compliance with the requirements of this section as of the date that is 180 days after the date of enactment of this Act.
(c) ENFORCEMENT.—The Commission shall—
(1) not later than 120 days after the date of enactment of this Act, amend the rules of the Commission to carry out this section; and
(2) enforce this section, and any rules issued under this section, as if this section and those rules were part of the Communications Act of 1934 (47 U.S.C. 151 et seq.) or the American Rescue Plan Act of 2021 (Public Law 117–2; 135 Stat. 4), as applicable, or the rules issued under either such Act.

H.R. 3343 Bill Update
The Federal Broadband Deployment Tracking Act sponsored by Rep. August Pfluger [R-TX-11] has been placed on the Union Calendar, which is the House of Representatives Calendar that deals with bills that would involve a cost. However, this does NOT mean that the bill would automatically get a vote.
S.3091- The Rural Inclusion Act

The objective of the bill is to permit certain medical clinics to qualify as a rural emergency hospital under Medicare. The legislation has been read twice and has been referred to the Senate Committee on Finance. A few key details of the bill are below:
SEC. 2. PERMITTING CERTAIN CLINICS TO QUALIFY AS A MEDICARE RURAL EMERGENCY HOSPITAL.
(A), by striking ‘‘or’’ at the end;
(B) in subparagraph (B), by striking the period at the end and inserting ‘‘; or’’; and
(C) by adding at the end the following new subparagraph:
‘‘(C) was a Federally qualified health center (as defined in subsection (aa)(4)) that formerly participated in the frontier extended stay clinic demonstration under section 434 of the Medicare Prescription Drug, Improvement, and Modernization Act of 2003.’’; and
(2) in subparagraph (4)(B)(i), by inserting ‘‘or, in the case of a facility described in paragraph
(3)(C), as a Federally qualified health center,’’ after ‘‘1886(d)(1)(B)),’’.
(b) EFFECTIVE DATE.—The amendments made by this section shall take effect on the date of enactment of 19 this Act.
