Budget 2016: Nothing To Worry About, But No Euphoria Either!

India Inc is in for a surprise. Modinomics is no longer about wealth creation by India Inc but about Jan Dhan and rural prosperity to drive inclusive economic growth. Budget 2016 is focused on closing the urban rural divide through giving Agri n Rural Development a fillip. The much needed allocation to road connectivity to our rural hinterland coupled with fiscal support to relieve farmer stress is expected to boost the rural economy.

Additionally, the salaried and small tax paying business community are also beneficiaries of this budget with a slew of tax deductions that is expected to put more spending money in the hands of Aam Admi and thereby boost domestic consumption. However, the retirement benefit of withdrawal from PF corpus, is now partially taxable which is not good news. The Low cost housing is also expected to attract investment in the building sector.  

However, the Pharma sector feels neglected as it has been denied the much needed fiscal support for gestational R&D investment through reduced levels of weighted tax deductions from 200% to 150%. The only compensating factor has been the introduction of a Patent Box regime that levies a low 10% tax rate on income accruing from IP. Manufacturing investment is unlikely to see an uptick despite an offer of a 25% tax rate for new projects as the incentive is grossly inadequate.  

Overall, I would rate it as a reasonable budget with no surprises. Nothing to worry about but no euphoria either!

But Karnataka's Budget 2016 is very well focused on equity principle in taxation and socio- economic development and rural Development, This is so because the FM delivered his 11 Budget! Here after he should give only innovative budgets. For instance he can budget for Universal basic Income for instance.
