2024 has been a disappointing year for cannabis legalization efforts. It appears that 2024 will be the first year since 2017 that no additional states will legalize cannabis for adult use; the number of states where adult-use cannabis is legal remains at 24. And only one state appears poised to adopt a medical program this year.
Cannabis prohibition will remain in Florida despite a state majority that supports reform. The Sunshine State’s voters had 56% support for Amendment 3, falling short of the 60% supermajority threshold for the ballot measure to pass.

Kentucky’s governor says the result of Tuesday’s election—which saw more than 100 cities and counties approve local ordinances to allow medical cannabis businesses in their jurisdictions—demonstrations that “the jury is no longer out” on the issue that is clearly supported by voters across partisan and geographical lines.
Voters in Nebraska have approved the medical use of cannabis, a policy that has been adopted by 38 other states (24 of which also allow recreational use). With three-quarters of ballots counted on Tuesday night, 71 percent of voters favored Initiative 437, which allows patients with a "written recommendation" from a "health care practitioner" to "use, possess, and acquire up to five ounces of marijuana to alleviate or treat a medical condition or its symptoms."
Pennsylvania - Pennsylvania Enacts Changes to Tax Appeals Process, Clarifies Medical Cannabis Business Deduction
On October 29, 2024, Pennsylvania Governor Josh Shapiro signed legislation to provide corporate net income tax relief for medical marijuana dispensaries. In addition, the legislation extends the deadline for taxpayers to appeal personal income tax assessments and establishes a formal settlement conference process overseen by the Pennsylvania Board of Finance and Revenue.
