CDC, City Determined Contribution
After talking about Cities 1.5°C, let’s try to design what a CDC could be.
Of course, we can easily inspire from NDC designed by UNFCCC for Parties. But a city is not a State, a city hasn’t same statistic facilities, so let’s try to do simple and flexible, especially for the first stage, a communication for the COP24 on 2018.
What should be submitted?
- Population (mandatory) : base year, 2015, target year
- Area (optional) : base year, 2015, target year
- Mitigation (mandatory) : GHG target
- Target year : 2020, 2030, 2050
- GHG target type : Base year, absolute reduction, intensity target per capita, trajectory target, Business As Usual target
- Scope : ISO scope 1&2 (mandatory), Iso scope 3 (optional)
- GHG covered : CO2 (mandatory), CH4, N2O, HFCs, NF3, SF6 (optional)
- Community sectors covered : Buildings and people Transportation (mandatory); Industry, Waste and Agriculture (optional)
- Renewable energy sources (optional) : RES target, RES trajectory…
- Adaptation (optional): vulnerability diagnosis, roadmap, objectives
Of course, it is a first step and year after year when cities’ capacity buildings will increase, we can have the same model for each city and to switch optional to mandatory.
But, first, try to do this. Cities networks (C40, ICLEI, UCLG, Energy-Cities, Climate Alliance…), this work is enormous, cities need your help, your positive help and not your leadership competition. Is Global Covenant an answer?
On 2015 December 4th worldwide mayors engaged to support Paris Agreement to deliver up to 3.7 gigatons of urban greenhouse gas emissions reductions annually by 2030. Let’s prove it now.
Of course, at the beginning, there will be double counting with State commitments, we will find the solution in the future to separate.
But priority is to declare what we want to do and to announce the pathway to confirm the word gave last year. Our communities have the solutions, they have the shorter way to create a neutral carbon society and to ensure confident to private investors to finance local initiatives. It is a unique opportunity for a common future.
Let’s do it and enhance solidarity between cities to faster capacity buildings to create such CDC for each city everywhere on the Earth.
