Section 1: Chemical Industry News        

Article 1: -

Production of ethanol: According to Nitin Gadkari, the corn pricing was ₹1,200 per quintal last year; it is currently ₹2,800 per quintal.

On Monday, Nitin Gadkari, the Minister of Road Transport and Highways, clarified that he is not opposed to petrol and diesel vehicles, though his statements are sometimes misunderstood. Speaking at the 64th ACMA Annual Session, Gadkari emphasized India's need to find cost-effective, pollution-free alternatives to fuel imports. Highlighting Bajaj Auto's CNG motorcycle, ‘Freedom,’ he noted its low running cost of ₹1 per kilometre compared to petrol vehicles, which cost at least ₹2.5 per kilometre.

He also stressed the importance of redirecting some agricultural output towards energy production, particularly ethanol, to increase farmer incomes and reduce imports. Gadkari pointed out that while 65-70% of India's population is engaged in agriculture, their contribution to GDP is only 12%. He cited ethanol production from corn as an example, noting that prices have doubled for farmers in Bihar and UP, boosting their income and reducing the country’s fuel imports. He urged consumers to consider alternatives beyond petrol and diesel when viable.

 

Article 2: -

For 15 years, ADNOC will provide LNG to Indian Oil.

The Abu Dhabi National Oil Company (ADNOC) has signed a 15-year deal to supply Indian Oil with 1 million metric tons of liquefied natural gas (LNG) annually, sourced primarily from ADNOC's Ruwais LNG project. The agreement reflects ADNOC's growing focus on gas and LNG, alongside renewable energy and petrochemicals, positioning it to compete with regional giants like Qatar and Saudi Arabia in the LNG market.

ADNOC has also granted 10% stakes in the Ruwais project to Shell, BP, TotalEnergies, and Japan's Mitsui. Expected to start production in late 2028, the project will consist of two plants, each producing 4.8 million tons of LNG per year, more than doubling ADNOC’s total LNG capacity to 15 million tons annually. ADNOC has already secured other supply agreements with Shell, Mitsui, Osaka Gas, and companies in China and Germany.

 

Article 3: -

20 kilometers of free toll on highways: the operation of the new satellite-based toll system.

The Indian government is introducing a new satellite-based toll system using the Global Navigation Satellite System (GNSS), which allows private vehicle owners to travel up to 20 km daily for free on select highways and expressways. Under the updated National Highways Fee Rules, 2024, drivers will be charged only for distances beyond 20 km.

GNSS-based tolling calculates fees based on the distance traveled, eliminating the need for toll plazas. It uses satellites to track a vehicle's location, with payments linked to bank accounts, similar to the current Fastag system. Trials of this system were completed on the Bengaluru-Mysore (NH-275) and Panipat-Hisar (NH-709) highways. Initially, it will be implemented in designated lanes at toll plazas. Vehicles without GNSS entering these lanes will be penalized.

 

Article 4: -

Cabinet authorizes funding for 31,350 MW of hydropower projects of Rs 12,461 cr.

The Union Cabinet, led by Prime Minister Narendra Modi, approved a ₹12,461 crore outlay to support the development of 31,350 MW of hydropower projects over the next eight years. The revised scheme, initiated by the Ministry of Power, focuses on budgetary support for infrastructure development for hydroelectric projects (HEP). The budgetary limit for enabling infrastructure has been set at ₹1 crore per MW for projects up to 200 MW, and ₹200 crore plus ₹0.75 crore per MW for larger projects.

The scheme will be implemented from FY2024-25 to FY2031-32 and aims to accelerate hydropower growth, particularly in remote and hilly areas. The initiative is expected to create jobs, boost local infrastructure, and encourage fresh investments in the sector. The revised scheme builds on previous measures from 2019 that recognized large hydropower projects as renewable energy sources and included financial support for flood management and infrastructure development like roads and bridges.

Prime Minister Modi emphasized that this approval will spur development in remote regions, creating both direct and indirect employment opportunities through sectors like transportation, tourism, and small businesses.

 

Article 5: -

Exclusion of electric vehicles from the PM E-DRIVE program could further hurt sales.

The PM E-DRIVE scheme, recently approved by the Union Cabinet with a budget of Rs 10,900 crore, aims to support electric two-wheelers, three-wheelers, buses, trucks, and ambulances but notably excludes electric cars. This exclusion follows a decline in EV car sales after the expiration of the FAME-2 scheme, which had supported 55,000 electric passenger cars. Sales have dropped by 9% since then, showing that the market is not yet self-sustaining without subsidies.

Despite the lack of direct incentives for electric cars, the government argues that reduced GST, PLI schemes for auto components, battery manufacturing, and charging infrastructure expansion are sufficient to promote EV adoption. However, inadequate charging infrastructure and the high cost of EVs compared to internal combustion engine vehicles remain significant challenges for the market.

 

Article 6: -

Together, Tata Power and Tata Motors will build 200 fast-charging stations for trucks.

Tata Power Renewable Energy and Tata Motors have formed a strategic alliance to boost the adoption of sustainable mobility solutions in India by installing 200 fast-charging stations for electric commercial vehicles in major metro cities. This partnership aims to enhance the electric vehicle ecosystem, offering exclusive charging tariffs for Tata Motors’ electric commercial vehicle users, leading to lower operational costs.

Both brands plan to expand access to almost 1,000 fast-charging stations nationwide. Tata Power has already established a vast charging network under its EZ Charge brand, while Tata Motors has been expanding its EV service facilities across India. The collaboration supports environmental sustainability goals and customer profitability, positioning both companies as key players in the electric mobility industry in India.

 

Article 7: -

A deal for a Rs 1,600 crore housing and commercial project is signed between NBCC and MTNL.

State-owned NBCC (India) Ltd has signed a Memorandum of Understanding (MoU) with Mahanagar Telephone Nigam Ltd (MTNL) to develop a Rs 1,600-crore housing-cum-commercial project on a 14-acre land parcel owned by MTNL on Pankha Road, New Delhi. The project aims to transform the land into a state-of-the-art residential and commercial space.

NBCC will serve as the executing agency, handling master planning, architectural design, and compliance with town planning norms. The project will be completed in phases over three years, with MTNL providing the land and regulatory support, while NBCC manages construction and post-construction activities.

 

Article 8: -

Using official figures, domestic aviation traffic increased 5.7% to 1.31 crore in August.

In August 2024, Indian airlines carried 1.31 crore passengers, a 5.7% increase from the same period last year, according to the Directorate General of Civil Aviation (DGCA). The total passenger count for January-August 2024 reached 1,054.66 lakh, reflecting a 4.82% annual growth. However, flight delays affected 1.79 lakh passengers, with airlines paying Rs 2.44 crore in compensation, while 38,599 passengers were impacted by cancellations, resulting in Rs 1.14 crore spent on compensation.

The overall flight cancellation rate was 0.83% for August. On Time Performance (OTP) rankings were led by Akasa Air (71.2%), followed by Vistara (68.6%) and AIX Connect (66.8%). IndiGo held the largest domestic market share at 62.4%, followed by Air India (14.7%) and Vistara (10.3%). SpiceJet’s share dropped to 2.3%. The industry received 1,031 passenger complaints in August, with 0.79 complaints per 10,000 passengers.

 

Article 9: -

India's foreign exchange reserves reach a new high of $689.24 billion, up $5.25 billion.

India's forex reserves surged by $5.248 billion to a record high of $689.235 billion for the week ending September 6, 2024, according to the Reserve Bank of India (RBI). The increase follows a $2.299 billion rise the previous week.

Foreign currency assets, the largest part of the reserves, grew by $5.107 billion to $604.144 billion. Gold reserves also increased by $129 million to $61.988 billion. Additionally, Special Drawing Rights (SDRs) rose by $4 million to $18.472 billion, and India's reserve position with the IMF went up by $9 million to $4.631 billion.

 

Article 10: -

Expanding the Cochin-Coimbatore-Karur and Irugur-Devangonthi pipelines will cost ₹1,138 crore, according to BPCL.

The Board of Directors of Bharat Petroleum Corporation Ltd (BPCL) has approved the expansion of the Cochin Coimbatore Karur Pipeline (CCKPL) and Irugur Devangonthi Pipeline (IDPL), along with the establishment of an oil storage terminal in Palakkad, Kerala. The capacity of the CCKPL pipeline will increase from 3.3 MMTPA to 7 MMTPA, and the IDPL pipeline will be expanded by 1.1 MMTPA to a total of 3.5 MMTPA.

The project, aimed at enhancing the evacuation of petroleum products from BPCL's Kochi Refinery, is expected to be completed in 36 months, pending necessary approvals. The investment will be funded by BPCL's internal resources. BPCL shares closed at ₹343.55, up by 0.96% on the BSE.

 

Article 11: -

Sumitomo is going to invest $710 million in India to construct renewable energy projects.

Tokyo-based Sumitomo Corporation is investing $710 million in India to develop renewable energy (RE) projects in collaboration with AMPIN Energy Transition, a New Delhi-based company. The two have formed a joint venture, AMPIN C&I Power Private Ltd, which will focus on providing green energy to commercial and industrial (C&I) customers. The venture aims to build a 1 GW capacity of RE assets through corporate power purchase agreements (PPAs). Sumitomo will own 49% of the JV, and AMPIN will hold 51%.

The funds will be used for developing, constructing, and operating state transmission utility (STU) connected projects, ensuring green energy supply to C&I clients. Sumitomo's entry into India marks one of the largest corporate PPA projects by a Japanese company in the country. The joint venture will promote renewable energy growth, with Sumitomo emphasizing its plans to cover the entire green energy value chain in India. This collaboration is expected to accelerate India's renewable energy transition and provide long-term returns.

 

Article 12: -

When oil prices approach $70 per barrel, India's import bill may reduce and inflation may decline.

Global crude oil prices have dipped to a three-year low of around $70 per barrel, offering potential relief for India's economy if prices remain low. This could help reduce India's oil import bill and ease inflation. Oil Secretary Pankaj Jain mentioned that petrol and diesel prices may be cut if global oil prices stay low for an extended period. Brent crude recently fell to $69.08 per barrel on September 10, its lowest since December 2021, before recovering to $72 on September 12.

India's average crude oil basket price in September was $73.54, lower than the Reserve Bank of India's projection of $85 per barrel. If prices stay low, this could reduce India’s import bill, which was $180 billion out of $675 billion in total imports for FY24, and stabilize the rupee. The impact on inflation, especially for products like aviation turbine fuel, will depend on how lower crude oil prices are passed on to consumers.

Wholesale price inflation is expected to decline, and government subsidies for cooking gas and fertilizers may decrease. However, analysts suggest that a retail price cut for petrol and diesel may not occur until Diwali or before the Maharashtra elections, potentially with a ₹2 per liter reduction. Despite low prices, oil prices could rebound to $75-$80 per barrel as OPEC+ delays increasing production.

 

Article 13: -

Crude Oil Price: These companies get direct benefit from the fall of crude - profits will double.

The decline in crude oil prices is due to reduced demand forecasts. OPEC has revised its demand growth estimate for this year to 2 million barrels per day (80,000 barrels less than previously estimated) and for next year to 1.7 million barrels per day (40,000 barrels less). OPEC+ countries may also increase production in December, keeping pressure on prices. Morgan Stanley predicts a surplus in the crude oil market by 2025, meaning production will exceed demand, which has contributed to the current price drop. Brent crude has fallen to $69.08 per barrel, its lowest since December 2021, while WTI crude is down to $65.82 per barrel, the lowest since May 2023.

Countries like India, China, and Japan benefit from cheaper oil, while oil-exporting nations like Russia, Iran, and OPEC members face losses. Lower crude prices will reduce inflation in India, cut the import bill, and ease the government's subsidy burden.

Several sectors stand to benefit from cheaper crude, including:

  • Oil marketing companies like HPCL, BPCL, and IOC.
  • Oil and gas companies like MRPL, Chennai Petro, and Manali Petro, as crude is their raw material.
  • Aviation companies like Indigo and SpiceJet, due to lower aviation turbine fuel (ATF) costs.
  • Tire companies like Apollo Tyres, CEAT, and JK Tyres, which use crude-based products like carbon black and synthetic rubber.
  • Paint companies like Asian Paints, Berger Paints, Kansai Nerolac, and Shalimar Paints, where crude contributes 25-30% to raw material costs.
  • FMCG companies like HUL, Godrej Consumer, and Dabur, which rely on crude for 15-30% of their production costs.
  • PVC manufacturing companies like Jain Irrigation and Finolex Industries, as PVC production uses crude derivatives.
  • Plastic-dependent companies like Nilkamal and Supreme Industries, and others like DCW, Phillips Carbon, Goa Carbon, and NOCIL, which all benefit from cheaper crude.

 

Article 14: -

PTE Energy and its 288.80 MW of wind power capacity are acquired by ONGC Green.

Oil & Natural Gas Corporation’s (ONGC) green energy subsidiary, ONGC Green Limited (OGL), has signed a Share Purchase Agreement (SPA) to acquire a 100% stake in PTC Energy Limited (PEL) from PTC India Limited. This acquisition includes PEL’s 288.80 MW wind power generation capacity spread across Andhra Pradesh, Madhya Pradesh, and Karnataka, involving 157 Wind Turbine Generators (WTGs).

The acquisition aligns with ONGC’s goal to achieve Net Zero emissions by 2038, as the company focuses on expanding its renewable energy assets. OGL, established to drive ONGC’s green energy initiatives, engages in various renewable energy domains including solar, wind, biofuels, and green hydrogen.

This deal supports ONGC's broader strategy of achieving 1 GW of renewable energy capacity through inorganic growth, which involves acquiring or merging with other companies to boost operations. The acquisition is pending regulatory approvals and completion of necessary conditions.
