This informational overview and application matrix of the newest Air-Flow Anti-Bacterial Cleansing Solution is being submitted as part of a response to keep Government employees and Associated practitioners safer and healthier as we return to in-door work and learning activity.
We have been communicating with the Premier's Office in Ontario, the Toronto School Board, Ministry of Education and Health Ontario, Solicitor Generals Department, RCMP, and OPP Commissioners Offices. We also have forwarded the information to other levels of government in and out of Ontario. We have also reached out to Revera Long Term Care, Chartwell Senior Residences and other senior residence operators to have them assess this new technology and how it will work to assist in the life threaten battle that we are waging.

ABSTRACT
Over the past several months many organizations world-wide have begun installing cutting-edge air quality ventilation equipment designed to remediate against COVID-19 and future Variants in correctional facilities, places of worship, schools, school buses, office complexes and many other facilities. Multiple levels of government, corporations and Institutions have ear-marked literally billions of dollars to retrofit and upgrade inside systems. The Eagle X Pro corona discharge system, produced in the United States by a Nevada-based company, uses newly created innovative technology to produce billions of positively and negatively charged oxygen ions, which are injected into a building's HVAC system and distributed throughout its indoor climate-controlled spaces using the air flow and air exchange capability. These charged ION’s combine with in-air moisture (water) molecules to create an airborne hydroperoxide compound that attacks any virus (including multiple variants of Covid), bacteria, mold, allergens or other pathogen in the indoor space. Upon contact, a chemical reaction takes place that breaks down the exterior structure of these pathogens and neutralizes them. This bi-polar ionization system has been demonstrated to eliminate 99.998% of pathogens. The technology is chip based and can be installed in all existing air con and forced air systems. For smaller areas (500 cfm) such as private offices, a stand along system with an integrated fan system has been developed utilizing a proprietary technology that has outperformed substantially all ION based technology solutions. The key advantage to the Eagle X technology is that it can be integrated into existing air-flow systems with minimum labor and within a minute measured timeframe (<31 minutes) can clean a space by upwards of 99.998% of air borne pathogens.

Answering the Safety Question on Ozone Creation
Question: Is Negative Ozone Creation Solved by Eagle X technology?
We have referenced the testing done to support the fact that this technology will eradicate multiple pathogens while producing negligible non-threatening levels of Ozone. In fact, the study shows that the systems tested using Corona discharge technology1 creates the air quality that is superior from a safety factor to those of many of the air cleaning technologies such as ultra-violet blue light, and works in conjunction with HEPA filtration systems to provide one of the safest in-door environments for the affected participants, whether teacher, student, older or younger, as well as senior residents(with advanced immunity deficiencies), lab technicians, doctors or dentist operational practice areas to name just a few of the applicable areas of potential use.
Principles of Corona Discharge
The technology of Corona Discharge is very involved, however in its straight forward definition it is the mixture of a partial self-sustaining discharge of gas medium in a non-uniform electric field, with the characteristics of a strong inhomogeneous electric field, ionization and luminescence surrounding the electrode.2 This is one example of a number of systems developed to deliver IONs to air flow systems that point to the use of ION’s as a scientifically proven methodology.

General Conclusions of Technology Testing and Assessments.
The Corona Discharge reactors is one of a number of systems used to remove contaminants such as acetone, formaldehyde and methylene chloride. Due to the existence of a large number of energetic molecules and atoms, corona discharge presented a high chemical reactivity and could trigger reactions at much lower temperatures (300 ~ 500K). Hence corona discharge was seen as a valuable and effective method to be widely used in Volatile Organic Content (VOC’s) removal. Further studies over the next number of years will look at enhancing the processes of Corona Discharge, however given the need in today’s environments this technology will provide an answer to the critical need to clean, disinfect and freshen in-door air for multiple constituencies within multiple sectors and doing so safely.
Proposed Undertaking by Multiple Operating Departments within Government & Agencies
The need for safe, decontaminated indoor air flow is critical if we are to move back to a level of normalcy in our everyday work and living processes. The constant demand for restricted movement means that in- door activity in general will keep family units, first responder units, custodial staff, incarcerated and those waiting for justice-based appointments being held in-place on the inside for elongated periods, points to the need for new advanced air-quality systems.
The enhanced use of existing ventilation systems offers a tremendous opportunity to not only provide a better living experience, with the addition of new state-of-the art Corona Discharge technology by Eagle X Pro, it will also provide a safe and anti-bacterialized air flow across the areas where congregation and human interface must take place.
The technology has been developed to integrate into vehicles and is being used in auto, truck, airplanes, military vehicles, school buses. This unit can be integrated into the existing air flow systems used in vehicles or can be mounted within the units. The mounted units can offer economies of scale for large fleets that are used on a rotational basis. This technology will protect the first responders, police, ambulance,

Emergency medic’s and many other with vehicle bound applications. It will also protect school bus drivers, as an example, this demographic is older, have underlaying conditions and are difficult to replace on short notice due to illness. Keep in mind this technology also eradicates multiple viruses, mold spores, dust mites and other bacteria as well as allergens.
Although the bases of bi-polar technology have been in use for many years the Eagle X technology has been tested and shown to create millions of IONs per sec to billions of IONs per sec. The advantage of this technology is more air flow coverage, higher VOC elimination percentages with an efficient electrical charge. It also offers the ability to reduce exterior air in-flow needs (less energy for air exchangers) thus “reducing energy utilization” and providing a higher level of efficiency for building management systems. Due to its newly integrated developed reporting structure it can be controlled by in building/office management systems or through a WIFI connection which can be immobilized in those areas where security is of paramount importance (Law enforcement, military and other security) to maintaining no network back door access. In fact, one military secured unit has implemented this process and is completely satisfied with the improvement of air quality while being able to maintain a secured facility.
Proposed Applications for Government and Associated Agencies and Private Sector
The integration of this new and innovative technology has many and varied benefits for it use, however the key benefit is providing a “safe work environment” for all participants now and as new variants come on stream.
A) Health and Safety
The front-line workers in particular are in harm’s way while they transport and work with those afflicted with many viruses including the Corvid series of variants. The provision of health-related services in labs, rehabilitation centres, Doctor and Dentist offices and medical facilities within Hospital and medical buildings, will be capable of reducing the transmissibility of multiple viruses.

B) Senior Residences Government & Privately-Run
We believe that in the initial contact within Senior homes of the vulnerable due to immune deficiencies the Government run facilities could enhance the existing air flow systems at a small cost. These facilities and those that are run by private providers such as Revera, Chartwell in Canada and others internationally could be compelled (via regulation or as a requirement to receive grants to upgrade their air-flow systems) too incorporate ION cleansing technologies. This will reduce infections, thus impacting ICU overloads and expensive one on one care. The cost benefit analysis is straight forward, it will save lives, health care costs and will reduce operating costs of these facilities. We can work with the facility management to prepare a cost analysis and break-even scenario when provided with the estimated costs of reducing the ICU incidents by a very small percentage. The pay-back for the technology is accelerated and the loss of life can be impacted positively.
C) Medical Facilities, Labs(Blood,X-ray), Physio, Doctor&Dental,Walk-inClinics, Hospitals
The very essence of these facilities is to work with those that have been infected, or are seeking medical assistance either via examination, testing or other forms of interaction that can be deemed possible virus or bacteria exposure threats.
The need to assure those involved in any interaction in an in-door setting that the air-borne viruses are not threatening, damaging or un-healthy, will allow for less stress on the practitioners as well as enhancing not only the feeling of safety for the patient or participant but in fact it will be safer.
The real value is clean, non-contaminated air flow; in fact, a cleansed air-flow that will eradicate the air borne exchange of virus laden particulates between potentially infected to the non-infected can be a game- changer in getting the most vulnerable back to the necessary health services needed to keep them active and alive.
This technology can offer an additional assurance that the cleaning regimes, the masking and distancing protocols can be further enhanced, by not only cleaning the surfaces but also cleaning the air and killing viruses and bacteria before they laden the surfaces with transmittable bacteria.

D) DayCare, Elementary, Middle and HighSchools, Colleges, Universities
The need to alleviate the tension and concern of the teaching profession that the classrooms are safe to return too, is a critical success factor in getting the education process back on track. The children will continue to mask, distance and follow the hand cleaning regimes. The recent suggestion to open windows will work somewhat to develop a more wholesome environment in the classroom, however when the temperatures dips (-5C to -20C) or rise in summer heat (20C to 30C) if may not be feasible to have the teachers and children in parkas (hearing impaired) or trying to write or word pro with mittens on. In the heat (schools may have to reconvene in summer time to facilitate the completion of yearly curriculum) attention spans will be reduced.
The use of the existing air con or forced air systems with the integration of the Eagle X Corona Discharge system is being undertaken by school boards in other jurisdictions and they see this as a complementary step in the ongoing battle against known viruses and as a “guard against” new variants. It will also enhance the air quality for those that are hyper allergic as the systems will eradicate allergens, mold spore and dust mites.
These systems when introduced into the above-mentioned work or treatment environments will in fact eliminate air borne viruses and bacteria within 30 minutes of operation.3 Innovative Bioanalysis a level 3 lab, was commissioned to conduct viral testing on neutralization of SARS-CoV-2 utilizing EXP’s bi-polar ionization technology system – D6 series unit (“System”). The test has proven the “System” is successfully in neutralizing SARS-CoV-2.

E) Law Enforcement Facilities, Reformatory, Penitentiary, Jails and Court Facilities
The need to keep our law enforcement, incarceration staff, jail and court employees, participants and those being held or seeking justice have a basic right to be protected while they undergo their particular functions. The Eagle X Pro technology in-vehicle editions have been installed in buses, policing and military vehicles. We can provide information regarding these applications with appropriate security of information being agreed to by the parties. Suffice to say, this application ensures the air flow within a small space (less than two feet from front seating to back seating), which disregards health authorities recommended 2 meters, aids in safe interactions.
The mountable unit can also be moved easily from one vehicle to another, this will provide for shared use within fleets that are routinely rotated or into and out of vehicles under repair. Just plug it in the lighter outlet and it will begin to flow millions of + & - IONs into the interior of the vehicles. Personnel will be in control of the air flow within the vehicle and this will afford lower incidents of cross contamination while carrying out their critical work of keeping the communities safe while also protecting them from infections and loss work hours to sick days.
These types of units in court vehicles will provides the drivers, guards and inmates the protection of the ION action to eradicate “air-borne” viruses in small enclosed spaces like the vans, buses and other vehicles used to transport multiple persons.
In essence the cost of a unit for a vehicle would be less than the cost of 2 sick days of medium income personnel. It would also reduce the risk that incarcerated persons would pick up an air-borne virus while being transported with others and infecting larger groups of the incarcerated or the guard personnel.
Court facilities, jails, reformatories, penitentiary by their very nature of overcrowded conditions are a breeding ground for air-borne infections. These bacteria and viruses do not recognize uniforms thus the caretakers, custodians, guards and other professional practitioners are all subject to air-borne bacteria infections. The Eagle Pro system has been implemented in a number of correctional facilities in the USA. 4 The Department of Corrections in Delaware have assessed the cost benefit and believe the implementation will act as an assurance and added safety while maintaining health authority guidelines.

Where upgrading of correctional facilities is taking place the additional costs to incorporate this technology will be seen as a minimal investment for substantial returns. The labor component is very small, the process is quite straightforward, the measurement of the locations footage, the output of in-place air con or forced air fan systems and access to electrical power are the primary information elements needed.
These systems are also self-cleaning and primarily all that is needed is an annual check to assure lights are illuminated, which indicates the units are on and functioning. Due to the ability to install in series, the building operational management systems can be connected and air flow and ION production can be a controlled element on the building management dashboard.
Conclusion of Application Definitions
As can be seen in the aforementioned, the technology has far reaching value and benefits to a wide range of operating situations. The use of the technology is now underway in the Middle East, Europe abd United States school systems, in correctional facilities, places of worship, administration offices, arenas, as well as retrofitted buses and many other locations. It is also being used in “clean rooms” where chip or clean research development requires absolute cleansing of air borne contaminants.
The use of this newly developed Bipolar ION Corona Discharge technology can be accomplished in both relatively inexpensive and timely manners. The design of the system is a straight forward assessment of Cubic Feet Measurement, this in turn will dictate the ION flow needs, based on pre and post assessments of the air quality, tonnage and air flow capability of existing systems and the activity set (school rooms, jail cells, office space, etc.) within the designated work areas.
It is our plan to prepare and provide budgetary considerations and recommended approaches to implementing a set of trials that will act as potential forerunners for a more comprehensive undertaking across departments, buildings and vehicle fleets. This approach while working with the operations engineering groups, will use assumptions which can be modified to allow for a more realistic picture for the decision makers.
We continue to assess and represent the types of technology and services necessary to help build the necessary bridge from lockdown to normalcy. For us it must be environmentally sustainable, positively impact the environment (reduces power usage) and be safe for all that use it.
