Commentary and guidance When it comes to the allocation and alienation of agricultural land in Zimbabwe:

What follows, was my response with an emphasis on procedure and safety...hope it aids a wider audience.

Thus, it is a noble sight to witness Zimbabwe's youth raring to feed the nation. With this said, when seeking some interest in agricultural or other land in Zimbabwe, please remember the four non negotiables, namely:
1) Safety first.
2) Procedure
3) Procedure
4) Procedure
Procedure for Allocation of Agricultural Land:
1) The first port of call is to report to the Ministry of Lands, Agriculture, Fisheries, Water & Rural Development. Said Ministry's headquarters are:
Ngungunyana Building,
1 Borrowdale Road,
Harare.
Whilst their department of Land Management and Administration is situate at:
Makombe Complex, Block 4,
Corner Herbert Chitepo Avenue and Harare Street,
Harare.

Sometimes, addresses of the various departments may change, which is why it is likely best to report to the ministry's headquarters first, just in case of a change of address.
2) When one has reported to the ministry's department of Land Management and Administration, they should seek good-faith guidance on the procedure of how to secure a tenure document, so as to access and lawfully occupy agricultural state land. In short, one makes an application for settlement on or allocation of agricultural land, and, according to sections 17, 22 and 23 of the Land Commission Act [Chapter 20:29] the Minister of Lands issues tenure documents in the form of either:
i) A permit (typically an A1 permit)
ii) A lease
ii) An offer letter (typically an A2 offer letter).
Additionally, the Minister of Lands, at their discretion, may decide on either partial or full alienation (sale or transfer of personal or real rights) of agricultural land through:
iv) A lease with an option to purchase.
v) A deed of grant.
Typically though, agricultural land is unalienated state land which is merely allocated and subsequently settled upon through either a permit, lease or offer letter. Section 28 of the Act debars the alienation, ceding, assigning or hypothecation [mortgaging] of agricultural land issued with those tenure documents. Generally, the Ministry in its land applicants waiting lists, aims to reserve 20% quotas each to war veterans and youths alike, as they are deemed key stakeholders.
Agricultural land is, unfortunately a haven for the dreaded "land barons", yet, those uncouth elements typically prey on one's ignorance; thus, if one knows the procedures for the allocation, settlement and alienation of agricultural land, they will be safe, as they get down to feeding the nation.
Useful material which may help one steer clear of land barons when seeking agricultural land includes:
1) The Land Commission Act [Chapter 20:29] . This is pretty much the apex legislation pertaining to agricultural land in Zimbabwe; one will almost not go wrong after giving it a studious read.
