Social housing rents will rise to give housing associations financial certainty

As part of the UK government’s 10-year plan to boost affordable house building, it has been confirmed that social housing rents will rise by more than inflation. Chancellor Rachel Reeves is expected to announce a new formula at her first budget on 30th October, which involves rents increasing every year by the rate of the Consumer Prices Index (now 2.2%) plus 1%, removing an existing cap on rises and helping to shore up landlord finances.

Carbon credits could boost energy efficiency in social housing

A new funding opportunity could help housing associations further decarbonise their housing stock and improve energy efficiency. UK homes are said to be amongst the least energy efficient in Europe, and despite help from the Social Housing Decarbonisation Fund, there remains a shortfall in the sector. The Housing Associations’ Charitable Trust sees funding from the voluntary carbon market as one way of plugging the gap.

Grenfell Tower Inquiry phase 2 report

The Grenfell Tower Inquiry published its final report on 4th September, focusing on the response of the local authority and the government in the days immediately following the fire. In this report you can find various sector recommendations for change, and while none of the 58 suggestions are made directly to social housing providers, many of them will have a direct impact on the sector if implemented. 100 UK councils request more funding and Right to Buy restrictions

A report backed by 100 local authority landlords calls for the UK government to provide a one-off funding injection and bring in restrictions on the Right to Buy programme to “wake the sleeping giant of housebuilding”. The report says that £644m upfront cash will enable councils to clear maintenance backlogs and start building, and demands that the Right to Buy scheme is suspended on new builds.

Covid furlough scheme creator calls for council tax and stamp duty to be axed

Rishi Sunak’s former advisor, Tim Leunig, has called for the new Labour government to abolish council tax and stamp duty, calling them “unfair and unpopular” taxes. This criticism isn’t new, with many economists sharing a similar view that council tax is based on property prices from 33 years ago. Mr. Leunig proposes replacing the taxes in question with proportional levies.
