Dr O'Driscoll, I disagree: The LAWS and Rules can be drastically changed (by expert lawmakers) without affecting the Spirit and Philosophy of Rugby!!!
For the last 28 years have been advocating for the improvement of prevention and safety. Rugby Coaches and TV executives seem to be caught up on getting MORE SPEED.
With the manipulation of the laws, all they have been achieving is more stoppages by:
1) Unnecessary referee intervention.
2) TMO usage by referees is also a real 'killer' of continuity.
3) Lectures on the field also contribute to stoppages.
4) Tactical call by the ref. (use it or lose it), also add to the problem.
So, WORLD RUGBY it is very clear to me, you own the game, we get it!
How about fixing it? And make it a more palatable and sellable item?
Many of the injuries (some catastrophic) happen because you have killed the continuity. If you don't understand these concepts, please, please call me, I'll be more than happy to teach your teachers!!!
With respect and kindest regards,
