What we usually call "Dangerous Goods Package Certificate" is the "Outbound Dangerous Goods Transport Packaging Usage Appraisal Result Sheet".

Why do we need to apply for a dangerous package certificate?

Article 17 of the "Import and Export Commodity Inspection Law of the People's Republic of China" stipulates that "Enterprises that produce packaging containers for the export of dangerous goods must apply to the commodity inspection agency for performance appraisal of the packaging containers. Enterprises that produce dangerous goods for export must apply to the commodity inspection agency for use appraisal of the packaging containers. Dangerous goods using packaging containers that have not passed the appraisal are not allowed to be exported."

According to the requirements of the United Nations "Recommendations on the Transport of Dangerous Goods Model Regulations", lithium-ion batteries may be classified as Class 9 dangerous goods (miscellaneous dangerous substances and articles, including environmentally hazardous substances). The export dangerous goods packaging should be inspected and supervised in accordance with the relevant requirements of the United Nations on the transport of dangerous goods, that is, the use of dangerous goods packaging should be identified.

Lithium battery explosions are common.

How to apply for a dangerous goods package certificate?

Classification and identification report, Packing technical manual, Performance list, Packing list, Invoice, Foreign trade contract, Chinese and English MSDS, Dangerous goods package certificate application form.

With this information, you can go to the local Commodity Inspection Bureau to handle it.

Below we will take lithium-ion battery packs and their common packaging as an example to explain the requirements for applying for dangerous goods packaging certificates.

  • Performance test

The performance inspection shall be applied for by the manufacturer of export dangerous goods packaging (the manufacturer code of export dangerous goods packaging must be obtained).

Export dangerous goods packaging manufacturers should apply for performance inspection to the local customs and fill in the "Outbound Goods Transport Packaging Inspection Application Form" in a standardized manner. Because the time required for type testing varies for different packaging types, companies should apply for inspection in advance when applying for the "Entry and Exit Goods Packaging Performance Inspection Result Form" and reserve enough inspection time.

The documents submitted by enterprises can be simplified in accordance with relevant regulations such as the "Announcement on the Electronicization of Inspection and Quarantine Documents" (General Administration of Customs Announcement No. 90 of 2018).

The performance inspection of outbound dangerous goods packaging containers adopts a combination of periodic inspection and daily spot inspection. After passing the performance inspection, within the approved periodic inspection, the enterprise can apply for the "Entry and Exit Goods Packaging Performance Inspection Result Sheet" for dangerous goods transport packaging with the dangerous goods packaging performance test report and factory inspection certificate.

  • Use Identification

The use certification is applied for by the unit that uses the dangerous goods packaging for export or the export unit (i.e. the lithium battery manufacturer or exporter).

The documents submitted by enterprises can be simplified in accordance with relevant regulations such as the "Announcement on the Electronicization of Inspection and Quarantine Documents" (General Administration of Customs Announcement No. 90 of 2018).

When implementing the identification of dangerous goods packaging, customs officials will make qualification determinations based on the following contents.

  1. Whether the packaging container is printed with clear, firm and correct UN packaging mark, batch and dangerous goods mark.
  2. The surface of the package should be clean, and no residue, pollution or leakage is allowed.
  3. Wooden boxes and fiberboard boxes should be nailed firmly, the nail tips should be turned upside down, and the nail tips and nail caps should not protrude; the box body should be intact and the strapping tape should be tightly bound. Corrugated paper boxes should be intact, the seals should be flat and firm, and the strapping tape should be tightly bound.
  4. Each battery or battery pack, and the upper and lower layers of stacked batteries should be separated by non-conductive materials to prevent contact with each other.
  5. The battery should have a short circuit protection device.
  6. The battery electrodes shall not support the weight of other stacked batteries.
  7. Special provisions for lithium battery or lithium battery pack packaging in international regulations.

If the goods are judged as qualified or the enterprise has made rectifications and passed the re-inspection, the "Outbound Dangerous Goods Packaging Use Identification Result Sheet" will be issued. If the goods are judged as unqualified, they will not be allowed to be exported and the "Outbound Goods Unqualified Notice" will be issued.

The validity period of the "Identification Result Sheet for the Use of Packaging of Outbound Dangerous Goods" is 3 months for air transport and 1 year for other modes of transport, but it cannot exceed the validity period of the performance sheet.
