Paragraph 6 to 8 involves recognition and support for a creative mind or professional from others to put creativity in or for practical use. Here, creativity is of some value only if it meet needs of overcoming emergency. Here (unfortunately in my country) creativity begs for recognition or else waits for some emergency to arrive giving opportunity for "Creativity" a needful short-time recognition. We are on a land of comfortable "Baboos" for them; What is all this creativity about? Where in the government rule book or Law it is written?
