Ensuring Responsibility in Government’s AI Adoption

“Just ChatGPT it.” A phrase you might hear echoing through the corridors of government organisations, often uttered in the name of cutting costs when faced with problems that need fixing. This offhand comment reflects a troubling trend, the assumption that generative AI tools can not only enhance workflows but completely replace tried-and-tested processes.

Public sector organisations worldwide are under immense pressure to do more with less. In some cases, task forces or "efficiency Czars" are being appointed to overhaul how governments operate. Faced with shrinking budgets and growing public demands, the allure of new technologies promising instant solutions is hard to resist. Generative AI, a technology capable of producing human-like text, code snippets, images, and data summaries, may seem like a miracle solution at first glance. For some decision-makers, the idea of automating research, creating enterprise applications from a prompt, drafting official documents, or synthesising intelligence holds the promise of cutting costs, reducing staff hours, and bypassing complex training or documentation processes.

Yet, as we watch these bold claims and hasty adoption strategies unfold, we need to ask critical questions: Is this technology fully understood by those commissioning it? Are we trading long-established practices for something we barely comprehend? The allure of immediate solutions in the public sector is palpable. Government agencies have enduring workflows for a reason. Legislative drafting, policy analysis, and resource allocation rely on carefully curated checks and balances, institutional memory, and specialised expertise. When a minister believes a single prompt to a large language model can mimic the thoroughness and rigour of a seasoned policy analyst, a compliance officer, a hired consultancy firm, or an internal research team, we risk overlooking the delicate complexities that give governance its legitimacy.

Hmmmm....Generative AI isn’t magic. It is a statistical model trained on massive datasets, rife with both reliable and unreliable information. The quality of what it produces depends heavily on proper prompting, verification, and contextual oversight. The risk of “hallucinations,” where AI confidently generates false information, remains ever-present, no matter how shiny or advanced the latest models from AI firms may appear. Treating these systems as all-knowing oracles is a dangerous misstep. Without a deep understanding of how these models generate their responses, any cost savings can evaporate if flawed recommendations spark legal issues, tarnish reputations, or cause harmful policy decisions that demand costly remediation.

Government legitimacy is (mostly) rooted in public trust, which is hard-won and easily lost. Time-tested workflows, however slow and expensive they might seem, establish reliability and accountability. Replacing them overnight with a black-box algorithm invites troubling questions: Who is responsible when the AI suggests an ill-informed directive, misinterprets regulations, or inadvertently leaks sensitive details? The transparency many have fought to establish in governance could be eroded if critical decisions are hidden behind layers of machine-generated text. Missteps in this space have consequences that echo far beyond budget lines, potentially undermining democratic principles, and the credibility of institutions. Short-term “savings” from rushing into generative AI solutions can be eclipsed by long-term costs when oversight fails. In the private sector, a product recall or a PR scandal is damaging enough. In government, a misinformed AI recommendation can shape health guidelines, influence security policies, or alter environmental protections, errors that affect communities, ecosystems, and lives. The stakes are immeasurably higher, and the cost of getting it wrong is incalculable.

A healthier path forward involves careful integration rather than replacement. Generative AI can still be a powerful tool, but it should augment human expertise instead of replacing it. Pilot programs that undergo rigorous testing, transparent oversight committees, and continuous training in ethical and effective use are all essential. Decision-makers must commit to understanding the technology’s limitations and develop standards for prompt engineering, validation, and compliance. Only then can generative AI serve as an ally in governance rather than a risky and poorly understood shortcut.

The phrase “Just ChatGPT it” might get a laugh in the conference room, but it’s a sobering reminder of the danger in viewing advanced AI as a simplistic fix. If governments treat generative AI as a cheap shortcut, the wisdom of experience and tradition may be cast aside, institutional knowledge may erode, and trust may wither under the glare of oversight failures. With careful integration, anchored in understanding, accountability, and genuine respect for the processes that got us this far, we can harness the best of these new technologies without abandoning what makes our governance frameworks resilient and just.
