EU-SME Strategy for a sustainable and digital Europe
1. Twin transition towards a digital and sustainable economy
The European Recovery Plan[1] has highlighted the twin green and digital transitions as a key priority for Europe. Digital technologies, such as artificial intelligence, IoT and blockchain are playing an increasingly critical role for climate change mitigation and adaptation across multiple sectors. In fact, digital innovations are key enablers for sustainability and play a critical role in supporting the European economy’s green transition. Both the green and digital transformation are taking place simultaneously and are mutually interdependent.
While it is critical to enhance the sustainability of digitalisation, the ICT sector’s estimated potential in the reduction of GHGs is ten times higher than its own footprint.
2. Europe’s Investment Gap in Cleantech
Innovative digital cleantech companies, including start-ups and SMEs face a significant financing gap. The European Recovery Plan[4] has identified an investment gap for digital cleantech of €6 billion per year as part of the overall investment gap for digital transformation,
Innovative green tech SMEs and startups are facing important challenges to incubate and scale-up their business in Europe due to the lack of finance. In fact, there is an underinvestment in green tech SMEs and startups due to their high-risk profiles, capital intensity, lack of collateral and long-term financing needs. Investors often prefer to invest in traditional companies (i.e. software startups) since well-proven technologies tend to be less capital intensive, have shorter returns and often have a higher profitability. The resulting market failure has led to a substantial underinvestment in innovative SMEs and startups with less than 8% of global VC investments focused on green technology companies.
Empirical data show that North America is currently dominating the cleantech market with China making important progress. In 2019, total investments in cleantech reached approximately $16 billion globally, whereby investments in the US and Canada reached $10,6 billion (66,25%), 3,6 billion (22,5%) for Europe and $1,8 billion (11,25%) for Asia[5].
The tepid investment in the sector is mainly attributed to the limited commercial profitability of clean tech, as well as to a lukewarm demand from investors wary of financing highly innovative digital climate-tech start-ups in need of long-term patient capital.
The EU’s SME strategy[2] highlights the critical role that digital clean technologies[3] are playing to support the reduction of greenhouse gas emissions. It in fact, includes a specific action on “setting up a Green Tech Investment Initiative to support digital innovations and green tech solutions.
"The Commission will launch a green #tech investment initiative to pool funding from the #EU, Member States and the private sector to increase access to #equity finance for #innovative SMEs and startups that develop and adopt green tech solutions". https://bit.ly/2MzRz0t
The Initiative has also been highlighted as one of the key action items in the EU Council Resolution on the #Digitalisation for the benefit of the #environment (Article 20)

We developed this concept in 2010, as a result of the dutch governmental project, in cooperation with the Danish "Green Government for a Green society", which unfortunately was shut down by government and politicians.
