Flex Monitoring Program
The Flex Monitoring Team is a consortium of researchers from the Universities of Minnesota, North Carolina-Chapel Hill, and Southern Maine, funded by the Federal Office of Rural Health Policy to evaluate the impact of the Medicare Rural Hospital Flexibility Grant Program (the Flex Program). The Flex Monitoring Team also operates and maintains the Critical Access Hospital Measurement and Performance Assessment System (CAHMPAS) for easy access to financial, quality, and community measures.

The Federal Office of Rural Health Policy (FORHP) administers grant programs designed to build health care capacity at both the local and state levels. We also coordinate activities related to rural health care within the Department of Health and Human Services and have department-wide responsibility for analyzing the possible effects of policy on residents of rural communities.
Grants:
Strengthen health networks.
Enhance health care delivery in rural communities.
Provide technical assistance and support to rural hospitals.
Address barriers to treatment for substance use disorder (SUD), including opioid use disorder (OUD).
