Mitigation or resilience as they are calling it now is the key to preventing disaster. Teach the children in schools and they will teach their parents ad grandparents. Build in warning systems with back up plans when the technology fails us. I agree with UNISDR - there is no such thing as a natural disaster only natural hazards or extreme environmental events. The disaster relates to choice we make - so as long as we continue to abuse our environment, build unsafely in unsafe, places and marginalize sections of our global community we will have disasters.
