GIZ Project: Green Agenda – Supporting the Western Balkan countries in adapting to climate change

  

The Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ) is a federal enterprise that supports the German Government in achieving its objectives in the field of international cooperation for sustainable development.

 

Western Balkan (WB) Countries are committed to climate actions in various sectors. The Green Agenda for the Western Balkans is following ambitious climate and sustainability goals of the European Green Deals. The German Government is supporting countries in the WB through a regional climate partnership. Within this partnership several projects and processes are supported. The advertised position is located within the “Green Agenda – supporting WB countries in adapting to climate change”, which aims to support partner countries in regard to adaptation actions in the field of agriculture and urban mobility but also promotes regional cooperation towards more resilient societies and economies. One key aspect of the advertised position and project is the development and implementation of so-called adaptation demonstration projects with the goals to learn and replicate within the WB region.

 

You will engage in the regional project "Green Agenda: Supporting the Western Balkan countries in adapting to climate change" to support institutions and municipalities in the development of strategies, plans, guidelines and demonstration projects in the field of climate adaptation and mobility.

 

For the support of the GIZ expert team, GIZ Albania is looking for a professional:

 

 Advisor – resilient, sustainable urban mobility

 

I.             Role Description

 You will be part of a team working jointly with our implementation partners, municipalities and regional stakeholders to enhance climate-adaptive, resilient and sustainable urban mobility. In your role, you will be responsible for managing the project activities of the regional project in regard to urban mobility and adaptation for the Albania and Kosovo. The overall objective of this role is to prepare and manage the implementation of demonstrations projects (pilots) in the field of climate-resilient urban mobility in Albania and Kosovo. At the same time, you will be responsible for mainstreaming the results of these demonstrations projects to the regional level to promote replication. Other tasks include capacity building activities with stakeholders, such as trainings or workshops but also knowledge management (gathering, structuring, analyzing and visualizing background information and data).

The project aims to put incremental, transformative change in place through various strategies; and so there will be an exciting and challenging mix of activities and responsibilities throughout the duration of your contract. The aim is to introduce practical change at the earliest appropriate time and ensure appropriate knowledge management of the project.


 

II.            Responsibilities

 The advisor - will do preliminary work for and support the GIZ expert team in detail:

 

  • to research and present international best practices in regard to climate-resilient urban mobility to ensure that the project is using the latest standards and approaches
  • to collect, analyze and present data and information in appropriate formats in order to develop technical capacity in regard to sustainable, climate-resilient urban mobility
  • to develop and maintain knowledge management structure of project and within our partner municipalities
  • to manage technical support by national or international consultants
  • to support the implementation of demonstration projects
  • to increase the impact of demonstration projects through replication and appropriate knowledge and data management
  • to assist with the preparation and conduction of capacity building measures, such as workshops and trainings
  • to support the implementation of project, sub-project and other project activities managed according to the project goals and in consultation with the project manager.

 

 

The advisor performs the following tasks:

Technical support

  • supports the identification of support needs of the project partner in regard climate-resilient urban mobility strategies and demonstration projects
  • supports in research work needed for the project (desktop research, on-the-ground surveys, interviews, data collection etc.)
  • collects, analyses and turns bigger data sets into manageable information for our partners
  • steers the identification and selection process of demonstration projects in coordination with the project manager and the GIZ mobility team
  • supports research and capacity building activities
  • supports the development, implementation and assessment of demonstration projects
  • drafts terms of references for consultants to be contracted in the project context and manages consultants
  • assists in the preparation and review of technical reports
  • assists with the technical advisory service to the project partners.

 

Communication and networking support

  • prepares presentations, visualizations of project results for external communication
  • supports the preparation and implementation of workshops, seminars, and other events on subjects that are related to the project
  • prepares regularly newsletter and external communication outputs
  • supports GIZ cross-project working groups to further strengthen the climate action profile of GIZ in the region.

  

Knowledge management support

  • develops and maintains knowledge management structure and provides knowledge insights based on research
  • documents project activities for further reporting of the advisors, coordinators and the progamme manager
  • assists in the compilation of information about ongoing projects activities
  • supports monitoring in line with the monitoring plan in coordination with project manager.

 

 III.          Required qualifications, competences and experience

 Qualification

  • Education/training: Masters degree in transport planning, engineering, data science, urban planning, environmental science, infrastructure planning, geography or equivalent
  • General professional experience: At least 3-4 years of professional experience in the areas of transport planning, urban development, government administration or environmental protection
  • Languages: Fluent in Albanian, excellent business language skills in English required.

 

Abilities, Experience & Knowledge

  • Passion for climate change, urban mobility and motivation to transform the same in the region
  • Ability to dive into technical details and structural challenges as well as to link detailed analysis to broader strategies and plans
  • Very good working knowledge with standards office suite (e.g. Excel, Word, PowerPoint).
  • First experiences with GIS programs, such as ArcGIS or QGIS and data visualization programs are an asset
  • Knowledge of the urban mobility and climate change ecosystem in WB
  • Ability to summaries analysis concisely (written and verbal)
  • Ability to support a multi-task, multi-discipline project team in a dynamic work environment
  • Excellent organisational, social and communications skills.

·         Assignment period: until 30.03.2026 (with the possibility to extend, depending on project extension)
